Purpose of consultancy 

To facilitate these initiatives, a Medical Education and Capacity Building Consultant for Prehospital Emergency Medical Centers (EMS) will assist the Center for Disaster Medicine in conducting an analysis of the existing national framework related to medical education for prehospital EMS and primary healthcare, mapping and evaluating the existing training centers and current training programs available for prehospital EMS and primary healthcare specialists, the consultant is also expected to provide recommendations on adapting the current training curricula to the real needs of prehospital EMS training requirements and aligning them with international best practices. Based on the results of the assessments conducted, it is expected that recommendations will be developed to enhance the current training programs with tabletop and real-time simulation exercises based on real-life scenarios.

Background 

One of the strategic areas of activity that the Ministry of Health has set as a priority is a system of professional development of specialists in the medical field, especially in Emergency Medical Services (EMS) specialists. The quality of competencies and skills that are formed during training are very important for decision-making by emergency medical professionals. People’s lives depend on the quality of their knowledge. Starting from February 2022, Ukraine is constantly under shelling, as a result of which the population receives wounds and injuries. Also, as a result of constant stress, the population suffers from problems with heart attacks and circulatory disorders, which leads to cases of strokes. All these consequences require improvement of the competencies of emergency medical workers and reorientation to new competencies, including CBRN component and response to mass incidents. In support of these efforts, the World Health Organization (WHO) is collaborating closely with the Ministry of Health and Center for Disaster Medicine to enhance EMS capabilities on hospital and prehospital levels. In February 2024, an agreement was signed between the WHO and the MoH of Ukraine WHO Country Cooperation Strategy, Ukraine 2024–2030.

Strategic Priority 1: Access to universal quality health services for all, regardless of ability to pay: Ensure universal access to quality health services in Ukraine. This priority includes supporting emergency health care, primary care reform, health workforce development and the development of an integrated health service package supported by robust health financing reforms.

Strategic Priority 2: Strengthen health system resilience in post-conflict environments through targeted training and capacity building of health-care personnel, supported by improved health workforce planning. 

Deliverables

Deliverable 1: Medical simulation training centers assessment (in designated universities and prehospital Emergency Medical Centers (EMS)

1.1. Develop assessment questionnaire for regional EMS centers (including a checklist of necessary resources (human, equipment and consumables, training programs).

1.2. Develop assessment questionnaire for medical universities simulation centers for trauma and primary healthcare training (NCD case management).

1.3. Validate the assessment questionnaire with WHO Ukraine and Center of Disaster Medicine.

1.4. Conduct the assessment of 25 regional EMS simulation training centers + 14 medical universities under Ministry of Health administration.

1.5. Develop the assessment report on the status of EMS simulation centers and their capacity to conduct medical simulation trainings, with recommendations for capacity building requirements (including infrastructure) aligned to international best practices.

1.6. Develop an assessment report on the state of university simulation centers to conduct capacity building exercises on trauma and primary healthcare (NCD case management) for medical specialists and secondary medical personnel, with recommendations for capacity building requirements (including infrastructure) aligned to international best practices.

Deliverable 2: Concept Note for simulation education in emergency medical care system development.

2.1. Analyze and describe models of medical simulation education in EMS from at least three European countries.

2.2. Development of a Concept Note for simulation education in emergency medical care aligned to national context.

2.3. Validate the Concept Note with WHO Ukraine.

2.4. Submit Concept and implementation plan to the Center for Disaster Medicine and the Ministry of Health for approval.

Deliverable 3: Functional analysis of the education department from the Center for Disaster Medicine

3.1. Develop assessment questionnaire and validate it with WHO.

3.2. Based on the conducted desk review and assessment findings, develop draft revised structure of the medical education department from the Center of Disaster Medicine.

3.3. Based on assessment findings develop draft SOPs for operational processes than need to be strengthened.

3.4. Based on the conducted desk review and currently valid training curricula develop draft work plan for 2024-2025 of the Education Department of the Center of Disaster Medicine.

3.5. Validate the Functional analysis results and the developed SOPs and workplan with WHO and submit it to the Center of Disaster Medicine.

Deliverable 4: Submit monthly progress reports (in English, including PPT presentations) mentioning achievements, challenges, and progress.

4.1. Actively participate and contribute to WHO EMS team meetings, presenting brief information on capacity building activities and strategies to national stakeholders upon request.

4.2. Proactively offer recommendations to address identified bottlenecks and gaps.

Qualifications

Educational Qualifications 

Essential:

  • Bachelor university degree in Medicine 

Desirable

  • Master and/or PhD in medical Sciences
  • Specialization in Emergency medicine 
  • Training certifications in ALS, ATLS, PALS, MCM, BEC

Experience 

Essential:

  • Minimum two (2) years of experience in EMS or in a similar area
  • Proven experience in medical academic background
  • Experience of working with international and national health partners
  • Proven experience in organization of adult learning 

Desirable:

  • Previous experience in the field of capacity development, organization of simulations trainings
  • Previous experience working with WHO or other UN agencies

Skills/Knowledge

Essential:

  • Excellent organization and prioritization skills, ability to meet deadlines
  • Strong interpersonal skills, ability to work independently and in a team
  • Demonstrated ability to manage collaborations between multiple organizations
  • Report-writing skills (in English)

Languages

Essential:

  • Excellent knowledge of Ukrainian language
  • Excellent knowledge of English language

Location 

Kyiv, Ukraine (50% onsite on WHO Country Office premises and 50% offsite/remote)

Travel 

The consultant is expected to travel.

Remuneration

  • Remuneration: USD 3,080 per month for 22 w/days
  • Expected duration of contract : 7 Months
