Overview

Specialist Midwives, reporting to the Zonal Manager and technically to the Maternal Health Advisor, will provide advanced technical expertise, leadership, and mentorship to hospital staff in high-burden hospitals to reduce maternal mortality. As part of USAID Tubeho’s mission to support the Rwandan Ministry of Health in accelerating the reduction of maternal and infant mortality and malaria incidence, the Specialist Midwives will work closely with hospital teams to enhance patient quality of care, effectively manage both normal and complicated labour, address obstetric emergencies, and promote best practices in maternal and newborn health. This role requires flexible, dedicated professionals willing to work in rural areas and rotate between hospitals and health centers to improve maternal and newborn health outcomes. Responsibilities

Planning and integration of support

• Collaborate with hospital leadership and USAID staff in planning and implementation of key MNH improvement initiatives.
• Review retrospectively patient registers and charts to assess routine (non-observed) practice and documentation procedures and plan for the improvement.

 

Implementation and Operations
• Directly observe the provision of care by healthcare providers in the hospital, from admission, labor, postpartum, theater, recovery, and ward rounds, and complete case management observation checklists.
• Develop a personalized mentorship plan for each healthcare provider, focusing on offering specific recommendations to enhance their assessment, diagnosis, and management skills in alignment with national protocol. Consider partnering with a particular healthcare provider to facilitate targeted mentorship
• Coach maternity teams on quality improvement initiatives to enhance maternal and newborn health (MNH) care. Provide training in QI methodology, assist teams in identifying priority issues, developing QI action plans, monitoring progress, troubleshooting challenges, and adapting strategies as needed
• Equip maternity staff with the skills, knowledge and attitude modelling necessary to prioritize and manage patients effectively, based on the severity of their condition, and to include a companion of choice in care management.
• Work with professional association mentors to improve MNH care in the hospital. use their special skills and longer time in the hospital to help with existing monthly visits.
• Work with maternity leadership to ensure district-based mentors are role models who improve MNH care in their hospitals. and focus on improvement of MNH outcome by focus on high-risk pregnancies, PPH, preeclampsia, PROM, PPROM, HBB, timely referrals, and management of other obstetrical complications complication in the assigned HC
• Be readily available by phone or in person to provide consultations on complicated cases managed by the peers.
• Lead teaching sessions on relevant maternal health clinical topics, procedures, simulations, physical exam skills, standardized maternal health case scenarios, and other related areas
• Initiate the data review meeting together with other USAID staff and maternity staff at each supported hospital. 

 

Direct clinical Practices
• Provide direct clinical care to pregnant women, women in labour, postpartum women, and newborns.
• Perform routine obstetric examinations, including monitoring and management of normal labour and abnormal labour
• Assist in deliveries and manage postpartum care.
• Identify and manage complications during pregnancy, labour, and delivery.
• Provide family planning counselling and services including PPFP &PAFP services
• Collaborate with other healthcare providers, such as medical doctor’s nurses, and pediatricians, to ensure optimal care for patients.
• Stay updated on the latest evidence-based practices and guidelines in maternal and child health
• Collaborate with hospital staff to maintain a clean and hygienic healthcare environment, emphasizing the importance of regular environmental and equipment cleaning and disinfection
• Ensure respectful maternity care, fostering a compassionate and dignified environment for all patients
• Support maternal mental health by promoting awareness, early identification of mental health concerns, and providing treatment or referral for additional support as needed.

 

Learning and documentation

• Support ISDA’s MEL team to ensure that the project meets deliverables in accordance with the MEL framework.
• Ensure that maternal and newborn related activities are properly documented, and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform ISDA’s technical reports and to feed into ISDA’s learning activities.
• Share experience related to maternal and newborn activities to inform the design of ISDA’s subsequent workplans.

Required Qualifications

• Bachelor’s Degree (A0) in Midwifery or related fields
• Minimum of 5-6 years of relevant Clinical experience in maternity
• Holder of a valid license from Rwandan National Counsel of Nurses and Midwives
• Possesses extensive experience as a trainer in high-impact interventions for maternal and newborn health, including Emergency Obstetric and Newborn Care (EmONC), Helping Mothers Survive (HMS), Helping Babies Survive (HBS), Advanced Life Support in Obstetrics (ALSO), and Postnatal Care (PNC)
• Experience with facilitation, training, and mentorship (rather than direct clinical practice only)
• Interest in and enthusiasm for clinical mentoring and quality improvement
• Strong interpersonal and communication skills
• Superior critical thinking, problem-solving, and organizational skills
• Computer skills including Microsoft Word, Microsoft Excel, internet and email
• Fluency in Kinyarwanda required; additional skills in English and/or French preferred
• Basic data analysis skills would be an asset
• Flexibility and willingness to live in rural areas and routinely travel to rural health facilities
