The widespread presence of landmines, cluster munitions, and other explosive remnants of war (ERW) in Ukraine pose a considerable and mounting threat. To address the emergency needs in the country, and meet long-term goals for Ukraine, UNDP is scaling-up Mine Action interventions through its a multi-donor funded Mine Action project which enhances the national capacity of Mine Action authorities and emergency service responders, establishes normative frameworks and links Mine Action with sustainable development outcomes.

The incumbent will prioritize gender equality and women’s empowerment within all implementations and promote UNDPs mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

Ensures Quality Monitoring, Evaluation, Accountability, and Learning (MEAL) in humanitarian response with a focus to:

  • Support the development and refinement of Monitoring and Evaluation (M&E) framework (s) in line with an Annual Work Plan, to inform effective Results Based Management methodologies; 
  • Support the planning process of monitoring activities and follow up its implementation. Prepares project operational and administrative reports by collecting, selecting, reviewing and maintaining a wide range of information. 
  • Support the preparation and implementation of a Monitoring and Evaluation Plan, to capture qualitative and quantitative data, in line with an Annual Work Plan and Project log frame according to the UNDP quality standards;
  • Verify that all Project interventions are monitored accordingly to the monitoring plan. Inform deviations of planned activities and identify needs of reprograming;
  • Track Issues/Challenges and Risk logs for updates, by ensuring quality standards in terms of alignment with a theory of change, quality results frameworks as well as planned M&E activities and risk management;
  • Lead the coordination of a Monitoring, Evaluation, Accountability, and Learning (MEAL) system, as assigned, including the conduct of surveys, and application of evaluation tools, After Action Reviews and feedback mechanisms and processes;
  • Provide cross-functional Project support to coordinate data collection and analysis from field visits;
  • Support the management of routine data collection, including data entry in the Integrated Monitoring and Reporting system (IMRP) to ensure accuracy and completeness;
  • Support the planning of mid-term and ad-hoc evaluations, and ensure such M&E products are designed and implemented in accordance with established UNDP quality standards, and the results are disseminated in a timely manner to stakeholders in order contribute to wider learning;
  • Assist in the overall implementation and management of evaluation policies, strategies and processes focusing on the achievement of results and lessons learned;
  • Support the development and implementation of online and offline data collection tools to meet monitoring, evaluation, and reporting needs of the Project;
  • Ensure quality contributions to  UNDP annual Results-Oriented Annual Reporting (ROAR), including provision of quality Programme data according to a predefined set of indicators and other requirements, etc.
  • Support the process of UNDP reporting systems by documenting M&E information for Quantum, IMRP, and Transparency Dashboard as well as facilitating the process of Programme/project Quality Assurance and Monitoring across the Project team.

Facilitates Knowledge Management and Capacity Building through:

  • Support in the identification and formulation of evaluation findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management;
  • Assist in the implementation of Evaluation, Knowledge Management and Learning strategies;
  • Promoting good practice in relation to Gender, Sex, Age, and Disability in Humanitarian Response, in compliance with Sex, Age, and Disability Disaggregated Data (SADDD) categorical reporting requirements and Gender responsive mechanisms in humanitarian contexts. 
  • Support in collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring, evaluation and data management issues; 
  • Keeping abreast of latest development and professional norms, standards, tools and methodologies in context of M&E methodologies and best practice;
  • Perform other relevant functions as requested by the MAP Operations Support Specialist.

Required Skills and Experience

Education: 

  • Secondary Education is required OR 
  • A university degree in Economics, Social Sciences, Computer Science, Information Management, or related field will be given due consideration, but not a requirement.

Experience:

  • Minimum 7 years (with Secondary Education) or 4 years (with a Bachelor’s Degree) of relevant experience, at the national or international level, in M&E, reporting and results based management or related area.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems;
  •  Knowledge of information management systems is desired;
  •  Experience in UN system, international organizations or non-profit organizations is an asset;
  • Experience in collecting, analyzing and visualizing data, identifying trends, preparing reports, communicating results is highly desirable
  • Experience in developing visibility products is an asset;

Language Requirements:

  • Fluency in English is required.
  • Fluency in Ukrainian is required for local personnel.
