Context

The Danish Refugee Council (DRC) assists refugees and displaced people worldwide: we provide emergency assistance, fight for their rights and help them gain access to a better future. We are present in conflict zones, along displacement routes and in countries where refugees settle. We work in cooperation with local communities to identify responsible and sustainable solutions. We work towards the successful integration of refugees and, where possible, their wish to return can be fulfilled.

In the DRC, DRC has been involved in humanitarian aid since 2009. Indeed, previously in Ituri Province. DRC has gradually extended its area of ​​action to North Kivu. The country office is based in Goma.

General objective of the position:

  • Contribute to the development and implementation of the MEAL strategy and work plan; contribute to the DRC strategy, DRC accountability commitments and learning needs and priorities at PNK;
  • Contribute to the effective implementation of monitoring, evaluation, accountability and learning strategies and global standards; support the integration of MEAL throughout programme management and strengthen the quality of programme management at PNK. 

Main Responsibilities: 

Under the direct supervision of the MEAL Manager, the MEAL Assistant assumes the following responsibilities:

  • Country Office MEAL Capabilities and Commitments
  • Respect data protection protocols and steps;
  • Support capacity building, training for program, sectors and field staff to improve field monitoring or any other MEAL needs;
  • Adhere to standards of accountability and ethics in daily work;
  • Engage in collaborative relationships with internal and external stakeholders to ensure commitment and support for quality evidence and MEAL at PNK.

Monitoring results and supporting program quality

  • Assist colleagues in managing the project cycle, in line with DRC guidelines and task allocation, taking into account external requirements and internal evidence needs. In particular, assist in the implementation of MEAL plans, indicator monitoring tools and other relevant tools of projects implemented at GNK;
  • Participate in kick-off meetings, quarterly meetings and project closing meetings to highlight cross-cutting components of projects aimed at replicating good practices and strengthening synergies between projects or programs;
  • Assist in the implementation and collection of data for results frameworks and monitoring processes and tools at the appropriate level;
  • Carry out data collection and monitoring in the field;
  • Apply ethical principles in field work, including with respect to the DRC Code of Conduct and in accordance with safeguarding reference protocols and standard operating procedures;
  • Implement protocols for data protection, storage, sharing and security at the PNK;
  • Support the analysis of qualitative and quantitative MEAL data collected and ensure that it is reported in accordance with internal information needs and external reporting obligations;
  • Support the Project Manager, program teams and grant management in accordance with MEAL plans.

Accountability

  • Support the implementation of various community engagement and feedback mechanisms within the framework of monitoring, evaluation, accountability and learning in the PNK;
  • Assist in the implementation of the DRC Community Feedback Mechanism;
  • Record and track complaints, as directed by managers, and handle them in a timely, secure and responsible manner.
  • Support the Program teams in organizing accountability workshops for beneficiary communities.
  • Evaluation, analysis and learning
  • Support data collection from various MEAL surveys and evaluations;
  • Support the sharing of MEAL results, feedback and learning;
  • Regularly present key MEAL results and feedback to supervisors;
  • Participate and assist in internal or external evaluation processes.
  • Perform other tasks as requested by the hierarchy, including the direct supervisor or the MEAL Manager in Goma.

Experience and technical skills required or desirable

  • University degree Bac +3 in statistics, IT, economics, social sciences, or any other equivalent diploma;
  • 1 to 2 years of experience working with NGOs and/or the humanitarian sector (ideally in DRC’s key intervention sectors), and use of data collection tools;
  • Direct experience in data collection, working as a census enumerator and/or working with communities;
  • Knowledge of Monitoring and Evaluation procedures and the functioning of a complaints management mechanism is an asset;
  • Ability to collect data and perform data quality steps;
  • Familiarity with data collection software, preferably Kobo Toolbox, ODK;
  • Proficiency in MS Word, Excel and PowerPoint;
  • Fluency in French (written and spoken), Swahili (spoken) and local languages ​​of the intervention area is essential;
  • Ability to follow and communicate instructions in accordance with ethical principles;
  • Ability to discuss and respect priorities, to demonstrate critical thinking and initiative;
  • Good resistance to stress and ability to live and work in a volatile security context (very regular travel to intervention zones);
  • Ability to calmly and diplomatically manage frustrations and unexpected events, to adapt, to find creative solutions to problems;
  • Ability to work independently and in a team, in a multicultural and multi-sector environment;
  • Excellent communication skills with teams but also with communities.
