Position description

The Strategy, Portfolio, Partnerships and Digital Division (SPPDD) of the Commonwealth Secretariat works across the organisation to promote organisational performance, learning and impact. The Strategy, Evaluation and Learning Section leads in designing, developing and implementing M&E strategies, evaluation policies and plans for the organization, building capacities in monitoring and evaluations (M&E) and facilitating the growth of the M&E knowledge and results evidence base to inform improved decision making, organisational performance and learning and providing technical support and input to the strategic planning process.

 

As a member of the Evaluation and Learning Team, the successful applicant will play a major role in the design and implementation of monitoring, evaluation and learning strategies and plans of the Secretariat. S/he will work with managers and teams across the organisation to: develop high-quality evaluation and learning outputs; develop robust measurement frameworks to track performance and results, facilitate strong supportive mechanisms between monitoring, evaluation, planning and management and; encourage engagement with and utilisation of monitoring and evaluation findings. In collaboration with programme Directorates, the post holder will facilitate learning opportunities to build organisational capacity and promote an evaluative culture for evidence-informed planning and results-based management.

 

To be considered for this opportunity, you will need a post-graduate degree in Development Studies, Development Economics, Public Policy, Strategy, Management, International Relations, Public Administration or related social sciences or research discipline. You will need at least seven years’ experience of providing technical support in the monitoring and evaluation of international programmes and projects, preferably in an intergovernmental/multilateral organisational context, as well as at least five years’ experience in managing or conducting evaluations of development interventions.

 

Practical experience of planning, implementing and communicating the results of monitoring and evaluation studies across various policy sectors or thematic areas; demonstrable experience in conducting research and developing synthesis in support of planning, and experience in designing, planning and coordinating learning events is also required.
