The Monitoring & Research Advisor of this post reports to the Head Monitoring, Research and EMIS .

Responsibilities

  • Provides substantive support to the development and implementation of Agency-wide policies, strategies and programmes related to monitoring research and the Education Management Information System (EMIS) and any relevant technical instructions, ensuring alignment with the Agency’s Strategic Plan by elaborating, piloting and validating quantitative and qualitative monitoring tools with an emphasis on efficient data comparison and analysis, as well as designing the corresponding data collection procedures and identifying educational needs for M&E technology applications to strengthen an innovation oriented M&E System.
  • Leads efforts in reviewing existing data collection and EMIS to identify and initiate M&E technological innovations, provides technical support in any updating of the methodology of Strategic Objectives indicators in terms of definition, calculation and justification, and collaborates with the Planning Department in the issues related to Results Based Management (RBM)and the indicators of Education systems Department. In addition, the incumbent applies advanced data analysis techniques using widely utilized digital tools and platforms to automate processes, perform complex analysis, and ensure efficient data management related to Education including TVET programs. The insights derived from these analyses are used for evidence-based strategic planning, decision-making, and program impact evaluations rather than for reporting purposes only.
  • Provides technical support to Field Education staff including to the Strategic Support Units in education, in the area of Monitoring and Research; works to integrate Education in Emergencies (EiE), protection and gender standards into the MR&EMIS Unit’s work; ensures the collection and reporting of monitoring and Research data is accurate and timely, utilizing the Agency-wide EMIS as a key data source; supports the analysis and interpretation of performance data for the MR & EMIS Unit.
  • Supports the identification of relevant areas for research for the Department in coordination with other Units, as well as leading and coordinating Agencywide key research together with the DE’s office; in the supports dissemination of key research findings, good practices and lessons learned Agency-wide and to external organizations or governmental bodies as required, and manages and conducts qualitative monitoring among programme beneficiaries and other stakeholders, such as surveys, focus group discussions, interviews and case studies.
  • Takes a lead role, as required for the Education Department in the preparation of high-level reports; works as a focal point to collect, analyse and validate data from the Fields including to support the preparation of Annual Operational Report (AOR) and to review the data regarding the Annual Results Review (ARR) from the Fields. Produces evidence-based reports that are geared towards supporting strategic planning, remediation and actionable insights.
  • Supports the development of quantitative and qualitative research design and monitoring tools for the Department and Fields; coordinates quantitative and qualitative statistical data analysis and interpretation of research results on all programme outputs and outcomes; provides recommendations to the concerned units; supports in the dissemination of research findings, good practices and lessons learned across all Fields to external organizations.
  • Plans and implements capacity building activities for Field Staff, including the Strategic Support Units when needed. to empower and professionally develop the skills and competencies of Education staff Agency-wide in the area of quantitative and qualitative research methods, including the use of digital analytical tools such as Power Bi, DAX, Power Query, etc., assists in coordinating research activities with ED units at HO(A) and Fields, and with relevant governmental and non-governmental organizations, as needed, to share experiences, data, and contribute to reports.
  • Advises on and assists with the implementation and monitoring of the Agency-wide Quality Assurance Framework, with regards to Monitoring Research and EMIS. -As assigned, supports the Head of the Unit in: *Setting direction for the Unit’s activities and planning priorities and workflows;
  • The development of communication material and in communicating the Unit’s planning, key outputs and achievements;
  • Maintaining, as appropriate. constructive work relationship with counterparts in the Host authorities, UN Agencies, non- governmental organizations and educational institutions. for coordination of common activities and sharing of best practices;
  • Creating collaborative, innovative and results-based teamwork;
  • Provision of coaching and mentoring to staff in the Unit.
  • Performs other duties as may be assigned by the supervisor(s) including acting as Officer-in Charge of the Unit during the Head’s absence.

Education

  • Advanced University degree in Monitoring and Evaluation, Measurement and Evaluation, Statistics, or any other relevant area.

Work Experience

  • At least seven years of progressively responsible experience in relevant areas, such as monitoring and evaluation, statistical analysis, developing reports, and conducting research, preferably in an educational institution, including at least three years of practical experience in topics relevant to the Unit is required . Advanced University degree in Monitoring and Evaluation, Measurement and Evaluation, Statistics, or any other relevant area is required . Excellent command of spoken and written English and Arabic is required . Are you currently residing in Duty station. Please specify your current location. It is required.
