We are searching for a talented and experienced professional for the UNICEF Supply Division’s Monitoring, Strategic Data and Evidence Center (MSDEC). MSDEC focuses on the generation, synthesis, analysis and sharing of evidence and supply chain intelligence to empower colleagues and partners to know, take decisions and communicate, as our key contributions to supply chain optimization, programme design, and demonstrating results and achievements. Leveraging on this experience and knowledge of country processes, MSDEC also works with countries to strengthen their use of data including data used in the development of health product forecasts.

The Supply Chain Projects team, where this position is integrated, has two main responsibility areas; 1) implementation of forward-looking digitalization projects to strengthen UNICEF’s internal supply monitoring and reporting processes and country forecasting and supply planning strengthening through technical assistance, development of global guidance materials and availability of electronic solutions. This position will work on several immunization supply chain projects in the country forecast strengthening section.

Under the supervision of the Supply Chain Manager, in MSDEC, this position is responsible for:

  • develop and disseminate relevant global guidance materials including those in the immunization forecast and supply planning toolbox to support country strengthening of immunization forecasting and supply planning
  • work with countries to improve their immunization forecast and supply plans through process strengthening, introduction of relevant electronic solutions that can support in these processes, and capacity building of UNICEF country colleagues, partners and government staff
  • represent UNICEF as the forecasting and supply planning strengthening focal point in relevant forums specifically related to immunization supply chain strengthening.

Summary of key functions/accountabilities:

  • Manage development and refinement of the Immunization Forecast and Supply Planning Toolbox to ensure content is relevant and useful for the intended users in countries. This work is done in collaboration with immunization supply chain partners, including WHO, Gavi and other technical partners.
  • Facilitate the operationalization of the toolbox through development of relevant implementation materials such as guides and training materials and appropriate dissemination methods such as webinars, conference presentations and forum posts to enable the published toolbox is used to strengthen forecasting and supply planning in interested countries.
  • Coordinate partners to ensure alignment and common objectives in the country support, prevent duplication of country work and assure a broad reach in terms of country targets
  • Facilitate training efforts and country visits to SD related to forecast and supply planning country strengthening by preparing training materials and presentations and delivering as relevant. Also, support development of communication materials with technical and advocacy focus for the guidance, tools and IT solutions supported by MSDEC
  • Oversee relevant IT projects that support countries in generating data for forecast and supply planning through activities such as development of implementation and training materials and approach, management of and engagement with relevant stakeholders and work with IT colleagues and other technical partners, as relevant, in platform enhancements and provision of user support and platform maintenance The IT project stakeholders vary, but can include collaboration with UNICEF and WHO regional, HQ and country colleagues, and other technical partners.
  • Support other relevant initiatives related to forecast and supply planning capacity strengthening in UNICEF and countries
  • Perform any other duties as requested by the supervisor.

The following minimum requirements:

Education:

  •  Advanced university degree in public health, pharmacy, social sciences, supply chain or another relevant field.
  • A first level university degree with a relevant combination of academic qualifications and 8 years of relevant professional experience may be accepted in lieu of the advanced university degree

Work Experience:

  • Minimum 5 years progressively responsible work experience in strengthening health supply chains, preferable for immunization products and on forecast and supply planning
  • Minimum 3 years of experience in direct and relevant support and collaboration with country governments in low- and middle-income countries
  • First-hand experience in project management of global and cross-country projects with multiple stakeholders. Experience with IT project and projects in UNICEF or other UN agencies is an advantage.
  • Demonstrable experience with development of communication and training materials, as well as training and meeting facilitation of relevant audience
  • Demonstrable experience in conceptualizing, planning and executing projects as well as transfer of knowledge and skills

Language Requirements:

  • Fluency in English required and fluency in French is an asset.
