National Consultant on economic analysis of diversification of labour market destination countries (SSAs)

Background:

The OSCE Programme Office in Dushanbe and the Ministry of Labour, Migration and Employment of Population (MLMEP)will conduct research on the possibility of diversifying choices of destination countries for Tajik labour migrants. With a shortage of domestic job opportunities, Tajikistan is renowned for its significant labour migration worldwide. In response to the changing labour market the Tajik Government is exploring a wide range of possible destinations for labour migrants to various regions. For this purpose, the POiD will hire national and international consultants for developing research thereby assisting the MLMEP in better adjusting to fluid labour market conditions in an effort to provide labour migrants with other work opportunities outside existed destinations. 

 

Objective of Assignment: 
Conduct a quality research for the Ministry of Labour on identifying new overseas destinations for Tajik citizens that would offer greater possibilities to formally get access to the labour market.

 

Duration of Assignment:
4 months

 

Tasks and Responsibilities:
Under the overall supervision of the Economic Officer of POiD the successful candidate will be tasked with the following duties: 

  1. Assisting an international expert in collecting, analyzing and systematization of related statistical data on labour migration in Tajikistan, including regional ratio, return rate, socio-demographic settings of migrants abroad and main destination areas, as well as reintegration level into local labour market upon return, and other data as necessary;
  2. Creating a database of collected statistics and systematizing/summarizing statistical data in an Excel document;
  3. Compiling data (including past and recent years) regarding the percentage of returnees and their social reintegration in their home country;
  4. Providing a table with comparison by listing recommended countries for labour migration in line with employability rates;
  5. Supporting international consultant with provision of the required information from local ministries and agencies, and acting as a liaison with the state entities where necessary;
  6. Providing a required analysis of the objectives of the state programmes on migration and correlate against the research goals;
  7. In co-ordination with an international expert developing a presentation by using graphs, charts and tables to convey statistical and numerical information for MLMEP.

Deliverables:

  • All listed information is collected and shared with an international expert, where necessary line ministries are visited for obtaining additional information on regional clusters of migration;
  • A database with the statistical data is created and provided to international consultant;
  • Necessary data is prepared and provided for further inclusion into the final research;
  • A table with the required columns is developed and provided to international consultant;
  • Throughout the contract act as a focal point on obtaining all required information and timely sending to international consultant;
  • Relevant state documents are reviewed and correlated with the research’s objectives;
  • Upon completion of the assignment a presentation is developed and shared with the OSCE POiD.

Necessary Qualifications:

  • University degree in economics and statistics, demography, economics, political science or law;
  • At least 5 years of professional experience in migration policy analysis, management and database research;
  • Demonstrated experience writing data analytics, policy briefs, and policy updates;
  • Excellent proficiency in Microsoft software, in particular Excel, preferably Power Point and other tools for creating databases, including other tools for interactive presentations, synthetic schemes/diagrams;
  • Experience in dealing with the archived data and analytics on migration;
  • Fluency in Tajik, Russian and knowledge of English will be regarded as an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
