The Child Protection Programme outcome of the Government of Indonesia (GOI) and UNICEF CPAP 2021–2025 states: “Girls and boys are increasingly empowered and protected from violence and harmful practices through effective, quality child protection systems and positive social norms at both national and subnational levels, including in humanitarian settings.” While significant progress has been made, there remains a need to accelerate efforts to strengthen integrated protection services for women and children, enhance birth registration, and ensure preparedness and response for child protection during emergencies.

The consultant will collaborate with the provincial government in Aceh to reinforce ongoing initiatives and support the development of strategies to sustain these efforts.

Under direct supervision from Chief Child Office Banda Aceh and technical guidance from Child Protection Specialists, the consultant is expected to deliver the following tasks:

  • Provide technical assistance to strengthen integrated protection services for women and children, including capacity building for the social service workforce to implement a victim-centered approach.
  • Provide technical assistance to develop mechanisms to strengthen prevention of violence against children, including establishing community-based child protection hub and referral pathways to integrated protection services for women and children at district and city levels.
  • Support the provincial government in designing programme sustainability plan and its scaling up.
  • Support the strengthening of child protection preparedness and response in emergencies.
  • Support in developing knowledge products on evidence-based and innovative approaches for child protection program implementation.
  • Collaborate and integration across key sectors that contribute to child well-being, including mental health services, the Healthy School Movement, and Islamic boarding schools. This involves embedding child protection elements within these platforms, fostering coordination with relevant sectors such as nutrition, WASH, health, and early childhood development programs to promote safe, nurturing environments.
  • Support strategies to engage community and religious leaders in promoting violence prevention and protection for children to create a holistic, multi-sectoral approach to child protection across settings where children live, learn, and grow.
  • Provide technical support in implementing child protection activities in Aceh FO, to ensure alignment with national policies and strategies. Additionally, support government partners in strengthening planning, capacity-building, and sustainable implementation of child protection programs and activities.

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in social work or related field.
  • At least 5 years of working experience in service delivery relevant to social welfare, child protection or related field.
  • Practical experience on child protection case management, is an asset.
  • Extensive technical and practical expertise on capacity building; good communication and facilitation skill an asset.
  • Demonstrated understanding of government functions to social work reform and child protection and relevant legal framework.
  • Extensive technical and practical expertise on capacity building including module development and training facilitation; good communication.
  • Knowledge on monitoring and evaluation including information management system for child protection
  • Ability to provide guidance and training to enhance the capacity of government staff
  • Strong analytical and writing skills in English.
  • Fluency in English and Bahasa Indonesia.
