0.1. Introduction to CFI

CFI actively promotes the development of media in sub-Saharan Africa, the Mediterranean and the Levant. We are committed to working together with media organisations to promote dialogue between local authorities and citizens so that people can be as informed as possible. Combating disinformation, protecting the environment, and promoting human rights and gender equality underpin everything we do. CFI is an operator of the French Ministry of Europe and Foreign Affairs and a subsidiary of the France Médias Monde Group.

0.1. Context of the Call for quotations

The Terra Asia project is an ambitious initiative led by CFI (French media development agency) with the support of the French Ministry of Europe and Foreign Affairs. It has a budget of €906,691 and will run for 31 months, from May 2024 to November 2026. The aim of this project is to build the capacity of the public media in the Indo-Pacific region, an area particularly exposed to environmental and climate issues. The countries involved in this project are Indonesia, the Philippines, Papua New Guinea, East Timor and Fiji.

The Asia Pacific Institute for Broadcasting Development (AIBD) is a regional intergovernmental organisation that works to support and promote media development, and is CFI’s main partner for the Terra Asia project. The AIBD plays a key role in influencing the region’s media decision-makers. At the 2023 annual conference, which brought together all the media members of the organisation, there was a strong emphasis on environmental issues and the fight against mis- and disinformation. The Terra Asia project will therefore focus specifically on supporting four local public media organisations by offering training and boosting journalistic skills.

At the same time, Terra Asia is aligning its objectives with France’s strategies in the Indo-Pacific region, focusing on building the capacity of public media to address crucial issues such as climate change, biodiversity and sustainable ocean management. This initiative comes against a backdrop of growing recognition of the strategic importance of the Indo-Pacific, highlighted by high-level visits including the visit by the President of the French Republic to Papua New Guinea and Vanuatu in 2023.

The Project plans to work with and train at least 16 journalists (4 by media) in 4 countries (one media by country) (Indonesia, Papua New Guinea, Fiji and the Philippines, in other words 4 journalists per country) in journalistic techniques to address environmental and climate change issues. Other journalists from other countries in the region will join some activities as well as stakeholders and experts. This Project is developed in collaboration with the Asia-Pacific Institute for Broadcasting Development (AIBD). The media selected will be member of AIBD. Each country has its own call for quotation.

Overarching project objective:

To help strengthen the knowledge and skills of AIBD media organisations in producing and disseminating information on environmental issues and in combating mis- and disinformation.

Specific objectives:

SO 1: Strengthen the media’s knowledge of environmental issues in order to reach a wider audience concerning the region’s broader challenges.

SO 2: Strengthening the media’s ability to cover environmental issues and deal with mis- and disinformation on social media.

SO 3: Supporting the production and distribution of digital content focusing on environmental issues.

The purpose of this Call for Quotation is to define the contractual terms of the future contract, hereinafter referred to as the “contract”, subsequently concluded between CFI and the selected service provider. The terms of the contract set forth in this Call for Quotation are provisional/informative and may be subject to unilateral modification by CFI prior to its conclusion.

1.PUPORSE OF THE CALL FOR QUOTATIONS

1.1. Purpose

The purpose of this Call for quotations is to identify one or more service provider(s) capable of providing Develop and deliver a training program for journalists on environmental and climate change issues specific to a particular region or country. This Call for quotations does not constitute a promise of award of the future contract to any applicant company.

The Contract between CFI and the chosen service provider(s) will be a service contract[1] governed by the provisions of the French Public Procurement Code.

1.2. Estimated services of the contract

1.2.1.Description of the services

The Project plans to work with and train at least 16 journalists (4 by media) in 4 countries (one media by country) (Indonesia, Papua New Guinea, Fiji and the Philippines, in other words 4 journalists per country) in journalistic techniques to address environmental and climate change issues. Other journalists from other countries in the region will join some activities as well as stakeholders and experts. This Project is developed in collaboration with the Asia-Pacific Institute for Broadcasting Development (AIBD). The media selected will be member of AIBD. Journalists will take part in all the Activities described in the Tender. The selection of the Journalists will be ensured by CFI in collaboration with AIBD. Journalists will each time come from the countries concerned by the Tender, working for public national media.

The training courses may benefit from an English-local language translation system, upon request of the Service Provider. The translation device will be provided by CFI. National seminars will be designed and provided in pairs with a co-trainer, already selected by CFI as part of an independent consultation. Trainings will be designed with both journalistic and environmental approaches in the foreground. The five seminars (four national awareness-raising seminars and one regional capitalisation seminar) will be held in each country, bringing together at least 20 participants (80 beneficiaries in total. Most of the Activities will be organized in the capital city of the project countries but may be decentralized to other cities in these countries. CFI will advise the Service Provider of any change of city at the latest 45 days before the starting day of the next Activity.

The services entrusted to the provider will be:

Co-design and animate two seminars addressing environmental and climate change issues.

National seminars will be designed and provided in pairs with a co-trainer specialized in media and environmental related issues, already selected by CFI and AIBD as part of an independent consultation. Trainings will be designed with both journalistic and environmental approaches in the foreground. Seminars might be partially or totally conducted in local languages to facilitate the learning process. The national awareness-raising seminar will be based in Port Moresby, Papua New Guinea ( bringing together at least 20 participants including representatives of three media beneficiaries as well as other stakeholders, in order to raise awareness of environmental issues among political decision-makers, the media, media regulatory authorities and civil society organisations.

Overall training plan:

A detailed training plan prior to carrying out the activities will be developed by the Service Provider jointly with the project manager (and the co-trainers selected by CFI as part of another consultation for the Media and Environment trainings). The training plan will have to be sent to CFI no later than fifteen (15) days before the starting day of the first Activity. CFI will validate the training plan no later than ten (10) days before the first Activity.

All dates referenced in this document are provisional and may be subject to modification based on the progress of the Project.

The services entrusted to the provider in the frame of the Project will be working on two activities:

  • Activity 1.1: Design and conduct one (1) face to face seminars of one (1) day of seminar for the national media and two (2) days of preparation for the seminar:

Papua New Guinea seminar: February -March 2025: one (1) day of seminar and one (1) day of conception and one (1) day of evaluation and data collection

During this seminar, the attendees will receive an introductory module on climate change and environmental issues related to their country and / or region. They will also cover the main challenges journalist all over the world are facing while covering those issues. These seminars are designed to increase the knowledge of journalists and related parties on such issues, especially concerning their own region. These seminars will bring together leading scientists, political decision-makers, media, media regulators, CSOs and citizens. CFI will invite CSOs and media dealing with environmental and gender issues, as well as the French Development Agency (FDA) and Expertise France (EF). The national seminars are medium sized event that will reach up to a total of 20 beneficiaries per seminar.

Objectives to be achieved during the Service:

  • Initiate the Beneficiaries on the intricate link between climate change and environmental issues and journalism;
  • Provide the beneficiaries with a better understand of environmental issues, players and stakeholders involved in their country, in the region and all over the world;

Gender inclusion: this training should include a module specifically dedicated to considering the place of women and the direct impact of climate change on women; so that the Beneficiaries are made aware to avoid any form of gender discrimination in their treatment of the information. It aims to enable the Beneficiaries to better address environmental affecting mainly women.

  • Activity 1.3: Design and conduct one (1) regional capitalization seminar of one (1) day followed by a two (2) days field study visit focused on the fight against environmental misinformation.

This seminar will be the final event of the Project. It aims to go over all of the activities of the project and draw out the best practices and lessons learnt. Media and journalist from other countries within the region will be invited. A best practice booklet and or another support will be prepared in concertation with CFI and AIBD. The Gender lens should be highlighted and be a substantial part of the best practice booklet.

A field study visit will also be conducted to further their understanding of environmental issues in context, build research and reporting skills, apply the data collection technics that would have learned during the Project, identify story angles and practice their ethical reporting skills.

Objectives to be achieved during the seminar:

  • Identity the best practices and lessons learnt;
  • Gather the main media and stakeholders of the region;
  • Create a regional dynamic between media and stakeholders.

Gender inclusion: This training should include a module specifically dedicated to taking into account the place of women within the content produced and disseminated throughout the Project; so that the Beneficiaries and other attendees are made aware to avoid any form of gender discrimination in their treatment of information, that they also promote the presence of women among the people interviewed and on the screen or antenna, and that they learn to better treat environmental and issues affecting mainly women as a best practice.

The Service Provider must provide all the training material and all the equipment necessary for practical exercises.

Deliverables will have to be written in English.

The language of communication for this service, meetings and all deliverables shall be English.

Any deliverable not written in English and in the national language of the country in question will be rejected by CFI, and the service provider will have to make the modifications in order to comply with the imposed language within a period of time that will be transmitted by CFI without this being the object of any remuneration or compensation of any nature or amount.

1. ESTIMATED TERM

The term of the contract will be six (6) months.

The contract is subject to one (1) renewal under the conditions defined in this article. The maximum total duration of the Contract, including renewal, shall not exceed twenty-four (24) months.

Renewal is tacit.

In the event of non-renewal, the service provider will not be able to request payment of compensation and the right to payment acquired will not apply.

The service provider may not refuse the renewal[1].

2.PLACE OF SERVICE PERFORMANCE]

Services will be performed in Port Moresby, Papua New Guinea for the national seminar, and Kuala Lumpur, Malaysia for the regional capitalization seminar.

Working meetings and discussions may take place by video conference.

3. TOTAL ESTIMATED VALUE

3.1. Amount and form of prices

The maximum amount of the contract is one thousand and one hundred euros (1100€) excluding tax.

The services of the contract will be paid for using a unit price set out in the estimated and signed quotation of the applicant company.

4. CONDITIONS FOR SENDING PROPOSALS

4.1. Content of proposals

Any incomplete proposal will be rejected by CFI without the possibility for the applicant company to complete it.

Each applicant must submit a complete proposal that includes all of the following documents and information or CFI will not consider the proposal:

  1. A technical proposal (Maximum of 10 A4 one-sided pages excluding appendices) describing the proposed methodology for conducting the service, in particular regarding the team’s own experience or the experience of the person dedicated to this Contract within the applicant company regarding the subject of the Contract (detail of experience linked with this Contract);
  2. The resume of each member of the team or person dedicated to this Contract within the applicant company;
  3. A quotation, excluding mission fees, detailing the unit price and the total price excluding tax of the services.

Only the unit prices in the quotation have contractual value and are deemed firm. Estimated quantities set by CFI and the total estimated amount have no contractual value.

All of these documents are written in English by the applicant company or its proposal will be eliminated by CFI.

4.2. Conditions for sending quotations

Applicant company must submit their proposal to the address indicated on the cover page of this Call for quotations.

Complete proposals will be sent to reach the destination before the deadline indicated on the cover page of this Call for quotations.

Only proposals received at the latest on the closing date and time specified on the cover page of this Call for quotations will be received. Proposals received or delivered after this date and time will not be opened.

Once selected, the service provider will provide CFI with additional documentation.

4.3. Quotations validity period

The quotation validity period is one sixty (60) calendar days from the quotation’s submission closing date.

By responding to this Call for quotations, the applicant company is deemed to have unconditionally accepted conditions. Its application and offer shall undertake the entire period stipulated in this article. The applicant company cannot withdraw before this period expires.
