The Sudan Country Programme (2013-2016) combines emergency preparedness, humanitarian response, conflict recovery, resilience and development support in an extremely complex political, logistical and security-compromised environment. The CP is designed around six integrated and inter-related outputs with an overall goal of improving maternal health in Sudan. Attention to population dynamics and gender are supportive strategies and the programme targets the most underserved populations, especially women and youth/adolescents. In the Sudan context, this means special attention to the displaced, conflict and environmentally affected communities, nomadic groups, refugees and urban migrants. It is operationalized through one head office in Khartoum, three sub-offices in Darfur and staff presence in other states.

S/he is responsible for the overall management and leadership of the Gender team
The Programme Specialist ensures the effective management of UNFPA activities in the area of Gender. S/he oversees project formulation and evaluation, joint programming initiatives and national development frameworks and building partnership.
Strengthens and reinforces UNFPA role in Gender through provision of high quality technical assistance for government and other national counterparts.
Ensures provision of the needed technical support and guidance towards promoting integration of Gender and women empowerment issues into national development agenda.
Provide overall guidance and support for the Gender team in the CO through substantive input for proper management and monitoring of Gender interventions.
Advance the Gender policy and advocacy agenda to provide supportive platform for interventions directed towards gender mainstreaming across the various program components
Expand partnership in the area of gender and ensure effective and innovative mechanisms for resource mobilization.
Analyze political, socio-economic, population and health situation relevant to gender with special focus of gender issues in emergency situation and different political and cultural environment in order to identify strategic areas for UNFPA interventions, with particular attention to the UNFPA country programme target geographical areas;
Significantly contribute to formulation and design of gender program development, with particular focus on resource mobilization and increase capacity of national institutes to utilize gender programs;
Analyze and report on implementation of the assigned program activities, monitor program expenditures and disbursement to ensure delivery is in line with approved budgets;
Provide leadership, management and guidance for Sudan Free of FGC Program and Joint Program between UNFPA and UNICEF and ensure synergies
Facilitate the work of consultants, advisors and experts involved in the implementation of the program under her/his responsibility;
Maintain close working relationship with national and international counterparts involved into implementation of the assigned program/project activities, with special attention to collaboration with Federal and State authorities in the areas of UNFPA implemented program components;
Contribute to monitoring and evaluation of gender related projects/activities including GBV projects through applying existing procedures and mechanisms as well as through development of new approaches and tools;
In collaboration with respective program officers works on achievement of women empowerment in the country through advocacy efforts, development of coordination mechanisms and providing technical assistance;
Provide expertise and facilitate advocacy activities relevant to gender issues in particular through preparation of relevant information for evidence-based advocacy;
Contribute into implementation of communication activities on gender and women empowerment, equal access to education, health and participation of women in social economic sector’s development;
Analyze resource mobilization environment, identify opportunities for resource mobilization, draft proposals and follow up on their implementation;
Provide input into development of programme reports both through drafting of the relevant parts and providing expertise on gender
Coordinate with partners to ensure that monitoring system are properly designed, and that data collection and analysis from filed visits are coordinated and standardized across the programme to feed into to programme performance monitoring;
Technically support programme partners to formulate Terms of Reference and evaluation designs and ensure that evaluation meet high professional standards in line with UNFPA evaluation policy and UN Evaluation norms and standards;
Disseminate evaluation finding recommendations to the intended audiences in user –friendly methods. In particular, to ensure that effective participatory feedback is provided to community and civil society stakeholders;
Mobilize resources for the CO by preparing relevant documentation, i.e. project proposals, project summaries, conference papers, speeches, donor profiles, donor reports and participating in donor meetings and public information events.
Represent the Country office in technical meetings related to Gender issues especially the Uniyted Nations Gender group.
Create mechanisms and document knowledge about current and emerging Gender issues, especially for FGM, Child Marriage and GBV, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares for use in knowledge sharing and planning future strategies.
Advise the UNFPA CO Senior Management on all issues regarding Gender in Sudan.
Make recommendations to CO management and support program managers on enhancing PSEA prevention, response, and coordination strategies, as appropriate.
Coordinate UNFPA’s adherence to relevant accountability/compliance mechanisms, including contributing to the UNFPA annual management certification to the SG.
Ensure that UNFPA procedures and mechanisms for prevention, response, reporting allegations of SEA are known to all UNFPA field personnel, partners and as applicable, recipients of assistance and local communities.
In coordination with the in-country PSEA network, provide awareness campaigns and sensitization for local communities on PSEA, with emphasis on what SEA is, beneficiary rights, where to report, complaint mechanism and victims’ assistance
Undertake other activities as assigned by the immediate supervisor.

S/he will work with other Program Staff in the Country Office to strengthen program delivery and ensure adequate integration and synergy of all country programme outputs
He/she will work with national counterparts (both governmental and nongovernmental) to establish functional partnership and coordination mechanisms that will facilitate provision of UNFPA support and response to the national priorities related to Gender
He/she will work with national counterparts both governmental and nongovernmental, as well as CSOs (NGOs, CBOs), Academic Institutions associated with UNFPA to establish functional partnership and coordination mechanisms that will facilitate provision of UNFPA support and response to the national priorities in Gender.
S/he will also work with counterparts from UN Agencies and Development Partners to identify key national policy/advocacy priorities, enhance joint programming and resource mobilization efforts, and enhance coordination and alignment of the support provided for implementation of national policies and strategies on population and development within the context of CPAP, UNDAF and National Development Plans.

Advanced degree in Public health, Economics or other related fields.
At least five years’ experience in Gender and women empowerment with experience in programme planning and implementation in a context of results-based management and programming. Successful record of program management responsibilities.
Extensive knowledge and experience in Gender and Women Rights in the context of Sudan, thorough understanding of the social, economic and political context of the country and region and successful record of health management responsibilities.
Proven technical and managerial skills in the development of project proposals, implementation, monitoring and evaluation of gender programmes.
Languages:
Fluency in English a working knowledge of Arabic is a requirement.
