TITLE: Education Specialist (Curriculum and Instructions)
GRADE: MCIV 7
SECURITY CLEARANCE: NATO SECRET
1. POST CONTEXT
NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.
The PSE Division advises Iraqi Professional Military and Security Education Institutions, specifically in 3 area; Faculty, Curriculum and Institution.
The Cross-divisional Subject Matter Experts Branch provides special knowledge and expertise to all Iraqi institutions/academies/schools.
The incumbent is subject matter expert in a specific curriculum area.
This post reports to NTI PFX 0010 – Branch Head (Cross-divisional SMEs) – OF-5.
2. DUTIES
The incumbent’s duties are:
Partner with designated institution to conduct needs analysis, to advise faculty members on specific curricula;
– Mentors and trains the Iraqi faculty staff to develop a suitable training delivery model in order to generate future instructors with sufficient theory and practical instructional proficiency;
– Establishes contacts both in-country and externally in order to link the institution to parallel organisations to improve long term curricula modernisation and development;
– Mentors institution staff in organizing and preparing lectures, translation, and teaching material.
– Identifies suitable constructed and tailored learning resources for the institutional delivery, assisting with the creation of lesson plans and procurement of appropriate literary baseline.
– Contributes to the institutions training management and feedback process; monitors delivery and student assessment processes.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
– The incumbent may be required to deploy on operational tasks, or to undertake operational TDY assignments elsewhere.
– Exceptional employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time might occur.
– The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
– Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
Master of Education or Higher level degree/diploma in Education (e.g., Ed.S., Ed.D, or Ph.D); or, exceptionally, a Bachelor’s Degree in Education, with two additional years of experience in the functional area; or, exceptionally, a Master’s Degree in a related field such as Psychology, Sociology, etc. with two additional years of experience in the functional area;
Must have at least seven years of progressive experience in developing curricula, implementing instructional methods , advising/training instructors, etc., in tertiary education/training programs at academic institutions or military schools/academies;
Extensive knowledge of political and military processes obtained from experience gained in working in an International Organization.
Experience of post conflict environments and/or security sector reform.
Experience in tertiary education institutions.
Experience of curricula development.
Experience in training of academic staff
English Standard Language Proficiency level of “Advanced” in listening, reading, speaking and writing, (SLP 4343 based on NATO standards).
DESIRABLE
Courses/training related to the duties of the Post obtained through NATO official schools/academies, international military training centers, governmental and/or intergovernmental organisations.
Five years experience working in NATO.
Experience in planning, implementing, monitoring and assessing international support efforts under the mandate of NATO or other International Organisations.
Experience in advising senior organisational decision makers;
Extensive knowledge and experience with WPS, defence policy and defence/force planning, strategic planning, capability assessment and defence capacity building.
4. POSITION AND CANDIDATE PROFILE
Personal attributes
The incumbent must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity. Must be a highly motivated individual. Must display above average leadership skills, the ability to work long hours under considerable stress, and the ability to make decisions on the basis of policies, directives, laws, and precedents requiring interpretation and adaptation to ad hoc circumstances. Ability to engage with faculty staff with diplomacy and tact. Understanding of Iraqi or Middle Eastern culture and academic styles would be of benefit, as this SME input is what would benefit the PME organisation. Independent thought and judgement to best serve the customer who are the institutions wanting to bring their curriculum up to date.

5. EMPLOYMENT CONDITIONS
The basic salary for an MCIV 7 is Euro € 7,874.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
This post is a non-accompanied assignment. Living quarters provided by NATO.
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
