Functional Responsibilities

The following responsibilities are part of the embedded incumbent role:

Coordination and communication with key stakeholders

  1. Coordinate the implementation of the NDC Implementation Plan through the engagement of relevant line ministries and international partners, ensuring coordination and alignment of activities

  2. Actively undertake resource mobilization for implementation of actions listed in the Plan both through mobilizing new support (projects and technical assistance) and by aligning partners’ multi-year country programs.

  3. Support the government request towards the NDC Partnership Thematic Call.

  4. Support the preparation of an NDC Partnership Support Unit mission, of bilateral meetings during the mission, launch of the NDC Implementation Plan, and of an inter-ministerial working session. 

Operationalization of NDC Partnership Plan

  1. At the government request, integrate Nepal’s Partnership Plan in the NDC Partnership’s online tool, and develop a results-based approach for tracking the implementation of the Partnership Plan;

Facilitation of NDC Partnership Plan implementation 

  1. Collaborate with the Support Unit to document changes in the operating context and provide support to the Government and stakeholders in decision-making processes;

  2. Ensure that communications relevant to NDC Partnership engagement are shared with relevant national and international level stakeholders;

  3. Organize regular meetings with relevant sectors and implementing partners to take stock of progress made

  4.  Ensure information sharing and periodic exchange with all implementing partners involved in NDC-related activities in the country

  5. Provide technical support such as document review, development of concept notes and project proposal, modelling, cost estimation, cost-benefit analysis, etc. for climate change related works of the Ministry.

Mobilization of resources for implementation 

  1. Support the government in following up on and mobilizing partner financing to close its support gaps to allow for NDC implementation as per the Partnership Plan or an equivalent instrument.

Tracking of Partnership Plan implementation progress and provide NDC related support

  1. Update government needs and priorities for NDC implementation. When Partnership Plans are available, these should be regularly updated.

  2. Assist the government in coordinating with key donors, partners, and funding mechanisms on aligning country programs and projects with the needs and gaps identified in the Partnership Plan, other planning / coordination instruments, as applicable, and requests for support

  3. Work with the Support Unit to produce an overview of support gaps to make available to partners.

  4. Engage with partners, including at the local/subnational level, to link needs to services and resources in accordance with the Partnership Plan.

  5. Assist and provide guidance to International and Development Partners to align climate projects and programmatic objectives with the Partnership Plan or other support planning / coordination instruments as applicable.

  6. Prepare quarterly country update reports summarizing key insights and progress updates, challenges, and recommendations for the way forward.

Education/Experience/Language requirements

Education

  • A master’s degree in public policy, development, climate change, natural resource management, environmental management, finance, economics, and any other relevant field of study. 

  • Bachelor’s degree in related discipline with an additional 2 years of relevant work experience (7 total) may be accepted instead of an advanced university degree.

Required

  • 5 years’ experience in public and/or private sector with a focus on climate change, project management, stakeholder and donor engagement or preparation of cross-cutting workplan/proposal development or any related field;

  • Experience in multilateral, national and grassroot governance and processes related to climate change, policy or Nationally Determined Contributions (NDCs)

Asset 

  • Knowledge of the country’s context of policy frameworks, national plans and strategies related to climate change is strongly preferred

  • Familiarity with UNFCCC processes including Subsidiary Body and Conference of Parties (CoP), NDC and past experience on government climate change process. 

  • Experience of other national contexts that indirectly contribute to climate change is desirable

  • Ability to foster formal and informal networks to strengthen cooperation between agencies, including Government, private sector participants, NGOs and other stakeholders

Language Requirements:

  • Proficiency in English is required.

  • Proficiency in Nepali language is an asset.
