OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters, and (ii) facilitating the adoption of evidence -based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

Underlying Values and Core Functions of WHOWHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of noncommunicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. 

The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of Administrative Officer and direct supervision of NPO (Human Resources), the incumbent will provide support in managing human resources for the collaborative programme/projects of WCO-lndia and will perform the following duties:

  • Formulates relevant HR strategies and policies in order to build workforce capable of delivering tangible results for project implementation in line with the objectives defined under the Country Cooperation Strategy.
  • Guides and monitors the work of the Human Resources Assistants in carrying out all human resources administrative functions such as processing of contracts/agreements; reviewing the drafted correspondence; monitoring adherence to human resources policies and procedures and ensuring alignment with the WHO Rules and Regulations, HR manual and other administrative issuances at global and regional levels.
  • Undertakes disciplinary cases and grievances with sensitivity; examines complicated cases and carries out fact-finding and other departments as needed, and formulates submissions and recommendations as required; assesses recommendations on extensions of contracts/agreements and make recommendations when non-renewal or termination of agreement has been recommended by the project.
  • Undertakes preparation of technical correspondence, briefing material on substantive matters, prepares mandatory reports, statistical reports for the management with analysis and suitable recommendations as required; Support NPO (Human Resources) in preparing policy papers, and briefing notes on human resources issues.
  • Coordinates selection process for assigned vacancies and /or restructuring exercises in WCO; participates in the selection panels to provide support in the interpretation of the selection procedures and guidelines with a focus on WHO rules and regulations; manages surge and emergency recruitments for the projects/programme implementations.
  • Provides advice on interpretation and application of policies regulations and rules for assigned projects/programmes; provides briefing on entitlements, clarifies issues, responds to queries; determines and recommends entitlements on the basis of contractual status; reviews policies and procedures and recommends changes as required; initiates correspondence with Regional Office on matters related to contractual modalities.
  • Monitors and evaluates the implementation of the HR work plans, provides technical support for HR planning to ensure successful implementation and filling of the positions aligned with the priorities included in the Country Cooperation Strategy.
  • Liaisons with inter-agency and intra-agency as and when appropriate to build strong partnerships. Prepares special reports and participates in special human resources projects.
  • Leverages technology (HRIS) to ensure the effective delivery of human resource services in the changing environment, delegation and decentralization of its effective usage to the non-staffing personnel, empowering them for independent decision-making without circumventing existing policies and procedures.
  • Support supervisors in implementing staff development and learning initiatives at WCO.
  • Liaison with inter-agency and intra-agency consultation with supervisors as and when appropriate to build strong partnerships to increase organizational HR capabilities.
  • Performs any other duties as assigned by the supervisor(s).

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in Administration, Human Resources Management or related areas.
  • Desirable: Postgraduate degree ln the related areas.

Experience

  • Essential: At least one year of professional experience at national level in various facets of human resources management.
  • Desirable: At least four years of experience at national level in various facets of human resource management in UN and/or other international organizations.

Use of Language Skills

  • Essential: Expert knowledge of English.
