Under the guidance of the Nutrition Manager (CMAM), the Nutrition Officer (Nutrition Supply Chain) will provide professional, technical, operational, and administrative assistance and support to state and federal government levels and UNICEF field teams on the supply chain component for CMAM, including Ready-to-Use Therapeutic Food (RUTF) and other essential nutrition supplies. This will involve proper planning, forecasting, tracking, and monitoring of the supply component on a frequent basis, ensuring real-time availability of supply information at the national, state, local, and health facility levels.
Additionally, the nutrition officer will support field teams in ensuring proper planning, distribution, and utilization of nutrition commodities, establishing a robust system for tracking, reporting any misuse or diversion of supplies, and ensuring the availability of adequate buffer and contingency supplies at all levels.
Furthermore, the nutrition officer will collaborate with partners and third-party companies to ensure that the nutrition supplies component is integrated into monitoring tools, and that findings are tracked and acted upon with the relevant field offices and sections
How can you make a difference?
MAIN RESPONSIBILITIES AND TASKS
1. Technical support to enhance planning, forecasting, and procurement.
Developing annual nutrition supply plans based on nutritional requirements, population needs, and available resources.
Manages nutrition supplies forecasting activities in coordination with CMAM manager and specialist, FOs, and supply section, and technical counter partners at the ministry of health. Ensure the adequate forecasting that cover both regular programming and the contingency stocks required at every level.
Manage the procurement part of the nutrition supplies to ensure the optimal flow of the supplies to the country without interruption or overstocking.
Closely coordinates with UNICEF supply section at the country and HQ levels for timely and effective procurement of supplies and follow the delivery of supplies until it reaches to the last mile delivery.
Ensure the effective mobilization of the required resources for the nutrition supply plan and monitor the alignment with grants conditions.
Facilitates strengthening supply chain operations at the national and subnational levels by providing UNICEF expertise and experience in forecasting, budgeting, and procurement of nutrition supplies.
2. Support logistics management for nutrition supply chain.
In close collaboration with the supply section and budget officer establishes and keeps effective system to estimate the annual needs for the logistic and in country transportation and ensure effective and efficient monitoring and utilization of resources.
Identifies areas of improvement in nutrition supply logistics operations and develops strategic solutions to optimize the nutrition supply chains management.
Ensure adequate buffer and contingency stock of nutrition supplies as per the supply plan in the different warehouses of UNICEF.
3. Technical and operational support to program implementation
Provide technical and operational support throughout all stages of the nutrition supply programming by executing and administering a variety of technical programme transactions, preparing required plans and updates, and complying with organizational processes.
Contribute to the development and establishment of the national nutrition programme goals, objectives, strategies, and results-based planning through analysis of needs and areas for intervention and submission of recommendations for priority and goal setting.
Work closely and collaboratively with colleagues and partners to ensure the timely delivery of nutrition supplies. Provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision-making. Keep record of delivery reports and movement constraints for easy reference and/or to capture and institutionalize lessons learned.
Support the implementing partners, and FOs in development of the annual nutrition supply plan that are align with the AWP and CRP.
Participate in regular program reviews and annual planning including the calculation of the annual required funding.
4. Nutrition supply monitoring.
Closely monitor the movement of nutrition supplies at all levels and ensure the availability of real time updates at any given time for each item at each level.
Conduct monitoring visits to the nutrition warehouses to ensure the appropriate warehousing and stock management. This includes visits to UNICEF and partners warehouses at the national and subnational levels.
Participate in the monitoring visits on the service delivery sites to ensure the effective nutrition programming including the adherence to the supply use as per the national guidelines. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results.
Ensure timely monitoring of supplies diversion and looting and keep complete reporting requirement for the relevant donors.
Work actively with the third-party companies to ensure that the nutrition supplies component is integrated into monitoring tools, and that findings are tracked and acted upon with the relevant field offices and sections.
Monitor and report on the use of the nutrition supplies with comparison of the annual targets and admission, provide regular analysis, and identify the potential over-under consumption and work actively with FOs to address them systematically.
5. Support innovations, capacity building and knowledge management.
Supports capacity building of nutrition supply focal points at federal, state, and locality levels on nutritional supply management including the proper planning, forecasting, distribution, and stock management.
Prepare and implement capacity building plan based on the assessed needs.
Support innovations in timely monitoring and reporting of supply status and stock out at all levels. This includes – but not limited to – RapidPro, LMIS, DHIS, and other innovations.
Identify, capture, and share lessons learned for knowledge development and to build the capacity of stakeholders.
Promote good practices to support the effective delivery of nutrition supplies at all contexts.
Participate as a resource person in capacity building initiatives to enhance the competencies of stakeholders.

Minimum requirements:
MINIMUM QUALIFICATIONS AND COMPETENCIES
Education:
A university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
Work Experience:
A minimum of two years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care. Experience in health/nutrition programme/project development or health and nutrition supply chain in a UN system agency or organization is an asset.
