Duties and Responsibilities Under the overall supervision of the Representative of the OHCHR Pacific Regional Office in Suva, Fiji, and under the direct supervision of the Human Rights Officer responsible for the implementation of the joint programme on Pacific Climate Change Migration and Human Security (PCCMHS), phase II and through guidance from PCCMHS partners, the consultant is responsible for generating well-researched, compelling, and contextually grounded content for a series of short videos that aim to raise awareness and spark constructive dialogue on the intersection of human rights, traditional knowledge, and climate mobility in the Pacific. Through this work, the consultant will contribute to advancing community-driven understanding and advocacy around cultural rights and loss and damage and the role of human rights and human rights-based approach to climate mobility in protecting traditional knowledge. The consultancy comprises of developing contents for the following three themes: 1) Content on the socialization of the Pacific Regional Framework for Climate Mobility (2 videos) Develop accessible and engaging content that introduces the Pacific Regional Framework for Climate Mobility, with a focus on its human rights-based approach and how it covers traditional knowledge in its commitments. The content should help audiences understand the purpose, pillars, and practical relevance of the Framework in supporting just and people-centred responses to climate mobility. 2) Expert perspectives on the intersection of human rights, cultural rights, indigenous rights and traditional knowledge (2 videos) Liaising with OHCHR-approved experts (possibly relevant Special Rapporteurs, thematic experts and/or partner experts), curate and script expert-driven content that explores how human rights frameworks can strengthen the protection and preservation of traditional knowledge and cultural heritage. This segment should spotlight explanation of human rights-based approach in the context of addressing loss and damage in climate mobility, and highlighting key aspects of relevant rights, including rights of Indigenous Persons and cultural rights. 3) Testimonies of lived experiences illustrating the impact of climate change and mobility on traditional knowledge and loss and damage (5 videos) Gather, in coordination with PCCMHS partner agencies, and shape narratives from individuals and communities across the Pacific that highlight the human impact of climate change and displacement/relocation on traditional knowledge systems, practices, and cultural identity. These testimonies should help humanize policy discussions and convey the urgency of addressing non-economic loss and damage.
Qualifications/special skills Bachelor’s degree in law, political science, international relations, social sciences or related field from an accredited academic institution is required. An advanced University Degree or a Master’s Degree in any of the above discipline in combination with relevant experience will be an added advantage. At least five (5) years experience in the field of human rights, political affairs, international relations, and/or law is required. Experience of working in communication / content development is required. Demonstrated experience in human rights policy analysis and research, and or international, regional, legal instruments on matters relating to regional, national or sub-national governance is an asset. Experience of working in the Pacific region, including with governments and regional organizations will be an asset.
Languages Fluency in English is required. Working knowledge of any of the indigenous languages from the Pacific will be an advantage.
