The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC operates in more than 60 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health
security.
In Papua New Guinea (PNG), EpiC has expanded its efforts to include Global Health Security (GHS) activities since 2023, focusing on strengthening the country’s health systems to prevent, detect, and respond to infectious diseases, with an emphasis on integrating One Health approaches. This
approach recognizes the interconnectedness of human, animal, and environmental health in addressing health threats.

The EpiC GHS project in PNG is working closely with government and stakeholders across the health, veterinary, and environmental sectors to build the International Health Regulations (IHR) core capacities needed to effectively manage emerging infectious diseases and other health threats.

FHI 360 is recruiting for a One Health Coordinator:

Job Summary:

The One Health Coordinator will support the implementation of One Health initiatives under the EpiC GHS project in PNG, with a focus on facilitating the integration of human, animal, and environmental health activities. The role involves leading the One Health Surveillance Technical Working Group
(TWG), supporting workforce mapping efforts, and guiding the development and operationalization of Diagnostic Network Optimization (DNO) plans. The coordinator will play a key role in fostering cross sectoral collaboration and supporting the development of national strategies that align with Joint External Evaluation (JEE) priorities.

Accountabilities:

Coordination and Facilitation

  • Lead the establishment and coordination of the One Health Surveillance TWG, ensuring active participation and collaboration among human, animal, and environmental health stakeholders.
  • Facilitate cross-sectoral collaboration to integrate One Health approaches across project activities, promoting unified strategies for disease prevention, detection, and response.
  • Support the planning and implementation of DNO plans in collaboration with provincial health authorities, ensuring alignment with JEE priorities and GHS strategies.

 

Program Support and Technical Assistance

  • Assist the One Health Advisor in providing technical support for the JEE and other health security initiatives, including disease surveillance, laboratory strengthening, and risk communication.
  • Coordinate the workforce mapping exercise across sectors to assess capacity, identify gaps, and develop strategies for workforce development in line with One Health principles.
  • Provide technical assistance for the development of training programs, tools, and guidelines to support One Health activities at national and subnational levels.

Monitoring, Evaluation, and Reporting

  • Work closely with the M&E team to ensure the effective monitoring of project activities, including tracking progress on workforce mapping, DNO implementation, and TWG actions.
  • Support data collection, analysis, and reporting processes to document project achievements, identify areas for improvement, and share findings with stakeholders.
  • Assist in the preparation of project reports, presentations, and technical documents for internal and external audiences, ensuring compliance with donor requirements.

Capacity Building and Knowledge Sharing

  • Facilitate training workshops and capacity-building sessions to strengthen local capabilities in One Health approaches, particularly in disease surveillance and outbreak response.
  • Develop and disseminate training materials, best practice guidelines, and other resources to support the adoption of One Health strategies by project partners and government agencies.
  • Promote learning and knowledge sharing among stakeholders, fostering a culture of continuous improvement and innovation in health security practices.

Stakeholder Engagement and Relationship Management

  • Establish and maintain strong working relationships with key stakeholders, including government agencies, international partners, and local organizations involved in One Health initiatives.
  • Act as a liaison between the project and national health authorities to support policy development, program implementation, and resource mobilization for One Health activities.
  • Represent the project in technical working groups, advisory committees, and other relevant forums to advocate for One Health approaches and share project insights.

Applied Knowledge and Skills

  • Strong understanding of One Health principles and integration of human, animal, and environmental health.
  • Familiarity with International Health Regulations (IHR) and Joint External Evaluation (JEE) processes.
  • Proven skills in facilitating cross-sectoral collaboration and coordinating multisectoral initiatives.
  • Excellent communication skills, with experience in stakeholder engagement and report writing.
  • Ability to develop and conduct training sessions to build capacity in One Health strategies.

Supervision Given/Received

  • Reports to the One Health Advisor.
  • Works closely with project team members, including the Program Officer, Lab Specialist, GIS Specialist/Data Analyst, and other staff.

Education and Experience

  • Bachelor’s degree (or higher) in public health, veterinary medicine, environmental health, or a related field with 2-3 years of experience
  • Experience working with international development agencies, government ministries, or NGOs
  • Demonstrated experience in coordinating multisectoral initiatives involving human, animal, and environmental health.
  • Ability to monitor projects, set priorities and plan for the successful program activities
  • Strong interpersonal, adaptability and management skills. A strong team player and adept at creating a strong team spirit.
  • Strong organizational and facilitation skills, with the ability to manage multiple tasks and priorities.
  • Excellent communication skills, including report writing, presentation, and stakeholder engagement.
  • Demonstrated capacity building experience.
  • Strong English language writing and oral communication skills.
  • Conversational Tok-Pisin

Physical Demands and Working Conditions

  • Typical office environment; ability to travel domestically and internationally as needed (10-25%).
  • Occasional work outside regular office hours may be required for urgent project needs.

Technology to be Used

  • Microsoft Office Suite, project management software, and other standard office equipment.
