1. Project Background

The Operational Risk function is in the process of building up, there are multiple work scopes that are currently not being covered appropriately, in specific RCSA exercise in the bank needs to be carried out regularly and constructively. Whilst building up the internal capacity for RCSA, operational risk incident reporting and analyzing, as well as implementing the operational risk framework, we are planning to hire external expertise in 2024 to help with the extensive workload, and rely less on the external agency that used to conduct our RCSAs in the past to be cost effective. We have further plans to bring this work function in-house, but would need sometime to roll out the resources. We have requested budget for a full time consultant for Operational Risk in 2024.

2. Objectives of the Assignment

Bringing on external expertise in the design, development and enhancement of operational risk framework, system and supporting processes and tools.

3. Scope of Services

• Plan, prepare and facilitate Risk & Control Self Assessments (RCSAs).
• Review incident reports, root cause analysis and action plans by the business and support functions.
• Review and validate the operational risk aspects of outsourcing activities.
• Contribute to the design, development and implementation of the operational risk framework, processes and supporting tools.
• Support the conduct of other operational risk management processes such as change management and (as appropriate) make enhancement recommendations.

4. Consultancy Output / Deliverables

5. Implementation Arrangement

We would require the consultant to work onsite with the operational risk team in Beijing HQ.

6. Support to the Consultant by the Bank

The consultant would be supported wherever needed by the team.

7. Knowledge Transfer and Training

Knowledge transfer should include approach and insights as to how to conduct RCSAs.

Qualification Requirement

• Minimum 10 years of relevant experience in operational risk management.
• Leadership experience in operational risk gained from prior positions with international financial institutions is an advantage.
• Thorough understanding of key bank business lines.
• Effective analytical, time management and interpersonal skills.
• Excellent written and oral skills in English.
