The primary goal of WHO is to support Member States in designing, implementing, monitoring and evaluating national health development plans for:(i) the achievement of national health targets;(ii) contribution to global and regional public health action; and(iii) the development of two-way collaboration that draws on the countries’ experience to build a body of public health knowledge that can benefit the rest of the world.
â Provide guidance on all aspects of country office operations – including interpreting policies, systems and procedures, and ensuring compliance – to the head of the WHO country office and other staff at the WHO country office, field offices and projects.â As a member of the management team, provide contributions on the overall direction of the WHO country office and provide appropriate solutions, grounded in policy compliance and gearedtowards responsiveness to business needs. â Guide the head of the country office on internal operational and administrative risks for the country office, leveraging knowledge of national context.â Manage operations’ staff and teams in delivering the full range of services in budget and finance,human resources, procurement, ICT, security and staff safety, and general administration, in compliance with organizational policies, regulations, and procedures.â Support the head of the country office on the formulation, management and implementation of the country office human resources plan, ensuring the timely availability of a suitable human resource capability through recruitment and contract management, engagement, retention, performance management, development and career management – while aiming to pursue gender balance and diversity goals.â Supervise and evaluate the performance of assigned administrative support staff, coordinating their work objectives, distributing and organizing tasks based on the needs of the office.â Represent WHO in and participate actively in the United Nations operations management team and other interagency meetings, share relevant information with colleagues and ensure implementation of decisions taken. Assist the head of the WHO office in matters concerning security of the WHO country office and coordination of security measures within the UN country team.â Coordinate security management under UN Common Services agreements and, under the guidance of the head of the WHO country office, on related areas including common premises and services.
Essential: A university degree (bachelor’s) in a relevant field (such as finance, management, accountancy, public administration or business administration).
Desirable: Advanced university degree (master’s) in business administration, management, or related field. Training in human resources, accounting, finance, monitoring and evaluation.
Essential: A minimum of five years of work experience relevant for the position (leading and performing a wide range of administrative services, including supervision of staff).
Desirable: Experience with WHO/United Nations or other international organization. Good knowledge of programme management and end-to-end business processes. Experience in project management, ideally in the United Nations System and/or a public health context. Goodknowledge of enterpriseresource planning systems.
â Knowledge of administrative, financial, and management principles, procedures, and policies of large, international, public-sector organizations.â Strong knowledge of the principles and practices of administration, programme, and project management.â Managerial and analytical skills.â Demonstrated ability to analyse financial and administrative data and provide related recommendations.â Ability to act independently and exercise sound judgment.â Ability to work with competing priorities under pressure.â Ability to represent the organization with government, UN agencies and other development partners.â Ability to maintain excellent interpersonal working relations.

Remuneration comprises an annual base salary starting at ILS 288,067 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
