PURPOSE OF CONSULTANCY
This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

DESCRIPTION OF DUTIES:
The Comprehensive Immunization Program (CIM) is undertaking a strategic initiative to geo-enable its Health Information System (HIS) to leverage the visualization and analytical capabilities offered by Geographic Information Systems (GIS). This process aims to strengthen the capacity of Member States to utilize spatial data for informed decision-making, improving the monitoring and evaluation of immunization programs. By integrating geospatial technologies, CIM seeks to enhance the quality, accessibility, and interoperability of immunization data, enabling more precise targeting of interventions and resource allocation.
This geo-enabling effort is aligned with the overarching goal of achieving sustainable and equitable reductions in morbidity and mortality from vaccine-preventable diseases (VPD) through control and elimination strategies. Spatial analysis will provide critical insights into population distribution, service coverage, and equity gaps, ultimately contributing to improved health outcomes and life expectancy across the Americas. To support this process, CIM requires specialized technical assistance in geospatial data management and GIS services, ensuring robust implementation and capacity building throughout the initiative.
Purpose:
The purpose of this consultancy is to provide technical support in the areas of geospatial data management and GIS services during the geo-enabling process, supporting Member States’ efforts to achieve sustainable and equitable reduction of morbidity and mortality from vaccine-preventable diseases (VPD) through control and elimination strategies. This includes improving the quality and life expectancy of populations in the Americas based on spatial analysis.
Additionally, the consultancy will support countries in the development and application of population and geospatial estimations methodology for concrete initiatives for use within Immunization Programs at different levels, ensuring that these tools are effectively integrated into planning, monitoring, and decision-making processes.
Responsibilities:
Participate in the creation and publication of case studies and trend analyses that demonstrate the impact and application of geographic information systems (GIS) in immunization management and strategy at regional and global levels, thus contributing to the scientific and technical literature in the field of geospatial public health in the area of immunization Support the integration and migration of spatial data to promote the development of new applications for immunization, ensuring that decision making benefits from a complete and detailed geospatial understanding. Develop and execute advanced training programs in spatial analysis and geographic modeling for technical teams in the Member States, in order to enhance their capacity to apply geographic information technologies (GIT) in the planning and management of health services, with a special focus on immunization and disease control. Develop comprehensive guidelines/tools on population and geospatial estimation methodologies tailored for immunization programs and produce case study reports documenting the process, outcomes, and lessons learned for replication in other Member States ensuring that these tools are effectively integrated into planning, monitoring, and decision-making processes. Apply geospatial methods to generate insights regarding policy planning, evaluation, and data visualization and based on that produce concept papers, preliminary analyses, and briefings to support the use of data analytics and data science techniques throughout the Organization and in the Member States. Supporting the definition of guidelines, standards, protocols, aiming at improving the availability, quality (completeness, uniqueness, timeliness, validity, accuracy and consistency) and accessibility of geospatial data. Provide support to create algorithms for predictive models and analyses to apply data science in public health analyses that provide critical information and insight for strategic decision-making at the regional, sub-regional, and Member State levels. Generate analytical reports, charts, tables, figures, presentations and other materials (including manuscripts and publications) tailored towards different audiences based on the interpretations of the conducted analyses. Develop data visualization solutions using: PowerBi, Tableau, and Shiny solutions. Development of GIS-based scripts, models, and tools, editing, analyzing and managing data in GIS, from a variety of formats. Develop and implement scripts and Extract, transform, and load (ETL) routines using Python or R programming language. Collaborate with internal colleagues, national authorities, and external experts in relevant working groups to produce informational and analytical technical content that contributes to the the immunization Unit key projects and interprogrammatic initiativesCollaborate closely with PAHO epidemiologists, advisors, programmers, and statisticians to develop and utilize analytical models to conduct analyses, including assessing the potential impact of policy and intervention options on the disease burden, factoring in costs, policy options, time, etc. Participate in daily/weekly meetings and initiatives as required

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Experience with ArcGIS Pro and QGIS. Previous experience with R programming language or Python is essential. Experience with SQL and Extract, transform, and load (ETL) routines are highly desirable. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
Consultants will work remotely in accordance with PAHO’s teleworking provisions.
Duration and intensity (full-time or part-time) will depend on the specific assignment.
Daily Pay Rate: US$258 to US$314 (level P3-P4). The total amount of the consultancy will be defined based on deliverables (maximum of 20 days per month).
Contract duration: The initial duration is until 30 June 2026 with the possibility of extension subject to performance and availability of funds.
