PURPOSE OF CONSULTANCY

Objective of the Office
The Governing Bodies Office (GBO) facilitates the work of the Member States and the Pan American Sanitary Bureau (PASB) in strengthening the governance of the Pan American Health Organization (PAHO) and provides multilingual services of excellence in support of technical cooperation. For this purpose, GBO: a) coordinates the meetings and documentation of the PAHO Governing Bodies (Pan American Sanitary Conference; Directing Council; Executive Committee; Subcommittee on Program, Budget, and Administration), and any other committee or subcommittee established by the Governing Bodies such as the PAHO Audit Committee); and b) supports the effective participation of PAHO Member States in WHO Governing Bodies meetings (World Health Assembly; Executive Board; and Program, Budget, and Administration Committee).

Purpose of the Consultancy
The purpose of this role is to ensure the accuracy, consistency, and timely production of multilingual documentation and related materials for the Governing Bodies of PAHO, supporting high-quality governance processes and meetings. The consultant will support the entity in preparing, reviewing, proofreading, and formatting Governing Bodies documents as well as verifying translations, following layout and production standards, and using the document tracking system. The consultant will be responsible for maintaining the PAHO governance digital records and assets, and assisting during Governing Bodies meetings.

DESCRIPTION OF DUTIES:

Under the direct supervision of the Documentation Specialist, Governing Bodies (GBO), the consultant is responsible for, but not necessarily limited to, the following assigned duties:

Review and proofread documents (working, information, and diverse documents; Official Documents; final reports, resolutions, and decisions) for the Governing Bodies, ensuring clarity of content, consistency of terminology, and compliance with established editorial standards and procedures, including the PAHO Style Manual, across English, Spanish, French, and Portuguese.

Prepare and revise the formatted copy of said documents, as well as for agendas and programs of meetings, by revising text, tables, figures, footnotes, and references, applying layout and production standards. This includes making corrections in accordance with organizational guidelines and ensuring all materials meet the required specifications for Governing Bodies documentation.

Review edited documents throughout the production process to meet quality standards by verifying consistency of terminology, style, and formatting, confirming that all modifications are correctly incorporated, and preparing outgoing texts for submission to editors by checking reference material and adherence to organizational guidelines.

Verify translations to ensure accuracy, completeness, and uniformity across English, Spanish, French, and Portuguese. This includes comparing documents in different languages, checking adherence to linguistic styles, analyzing texts for previously translated content, and identifying sources using research and/or technological tools.

Manage GBOTS+, the Governing Bodies document management and Tracking System, by entering, tracking, and updating item information, ensuring deadlines are met, and workflow schedules are complied with.

Support the periodical update of the PAHO Governance Webpage and the Governing Bodies Audio Library.

Provide on-site support during the 2026 and 2027 cycle of Governing Bodies meetings, including participating in the Resolutions Team. Take notes in special meetings and support the preparation of minutes in English and/or Spanish as needed.

Perform other related duties as assigned.

Qualifications:
• Excellent written communication for writing and editing purposes.
• Diplomatic and effective verbal communication for contact with staff at all levels inside the Organization.
• Skilled in fact-checking, copy-editing, and proofreading in multilingual settings.
• Familiarity with PAHO/WHO documentation and procedural terminology.
• Strong attention to detail and excellent organizational skills.
• Ability to work independently and proactively while coordinating with teams remotely.
• Experience supporting governing bodies, board meetings, or high-level institutional events.

Experience:
• Seven years of experience in editorial assistance and document or publishing support functions.
• Experience in digital desktop publishing, proofreading, and post-editing techniques and practices for the preparation and production of formal documents and publications.
• Previous involvement in multilingual and documentation projects, and/or high-level governance meetings.

Education:
University degree in languages, editing, humanities, or related fields.
Advanced training in desktop publishing, proofreading, and/or publishing would be an asset.

Languages:
Excellent knowledge of English and Spanish.
Knowledge of French and/or Portuguese would be an asset.

Duration: January – December 2026

Pay rate: US$56,870 for the duration of the contract
