PURPOSE OF CONSULTANCY

Position title: International PAHO Consultant – Integrated Care for Older People and Long-term care

Aligning health services to the needs of older persons and promoting healthy aging based on the definition proposed by the World Report on Aging and Health (2015) has been a work priority of the Pan American Health Organization. Offering person-centered, integrated care and primary health services that respond to the needs of older people, as well as long-term care for those who need it, are two of the areas of action proposed for the Decade of Healthy Aging 2021-2030 and fundamental steps to improving the lives of older people, their families and the communities where they live. The purpose of this consultancy is to support the development of the integrated care for older people strategy with a life course approach, working withing the Healthy Aging team in the development of recommendations, materials and activities aligned with the integrated care and person-centered care approach proposed by the Healthy Life Course unit, as well as activities that favor the implementation of the Policy on Long-Term Care (CD61/8).

Background
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, healthy life course; the Virtual Campus of Public Health, and Women’s, Maternal, Neonatal and Reproductive Health.
The Healthy Life Course Unit uses an integrated approach to address the health needs of the population of the Region of the Americas. The life-course approach is based on a model that suggests that health outcomes for individuals, families, and communities depend on the interaction of various protective and risk factors throughout life. The vision of health in trajectory can optimize health outcomes. Targeted and timely interventions at every stage of life within and beyond the health sector are crucial to build health and address population needs, at the same time that risks in critical periods are minimized. The healthy life course unit responds to child, adolescent and older adults’ health; as well as oral, visual and hearing health.

DESCRIPTION OF DUTIES:

Responsibilities

Under the direct supervision of Dr. Patricia Morsch, Healthy Aging Advisor, HSS/HL and the general supervision of the Dr. Sonja Caffe, Unit Chief, a.i., HSS/HL of Life course, the consultant is expected to:

a. Support the completion of the series of long-term care technical briefs

b. Assist in drafting a pocketbook for primary care of older adults.

c. Drafting implementation document for ICOPE with a life course approach

Specific products/ Deliverables expected

*Product payment with Certifying manager approvals is only issued once Mandatory Courses have been completed in PMIS system.

1. Technical brief on the continuum of long-term care services reviewed and finalized.

Due date: 03/10/2026

o Review first draft, update and finalize it incorporating new elements according to new PAHO/WHO guidelines and publications

o Follow and review according to pubtrack procedures.

2. Drafting implementation document for ICOPE with a life course approach.

Due date: 05/09/2026

o Review first draft, update and finalize it incorporating new elements according to new PAHO/WHO guidelines and publications

o Participate in prescheduled meetings for finalization and consultations.

3. Strategy for the pocketbook for primary care of older adults.

Due date: 07/01/2026

o Review database of best evidence available to guide authors’ use

o Template for chapter development

o Participation in prescheduled meetings with editorial committee on decision making about the publication

4. Pocketbook primary care of older people evidence library.

Due date: 09/01/2026

o Develop a library of the best available evidence in .RIS and .ENW formats, that enables to import it into reference management software.

o Draft a document that states the methodology used in the document for the best available evidence (appendix to the pocketbook itself)

5. Preparation of the first four draft sessions (1-4)* for the Pocketbook for Primary Care of Older People, including technical content, structure, and proposed learning objectives for each session.

Due date: 11/01/2026

o Review chapters in sessions 1-4 developed following the pocketbook strategy (deliverable 3)

o Participate in meetings with collaborators as well as editorial committee to advance the work to review chapters (peer review) and provide edits as required.

6. Preparation of the following four draft sessions (Sessions 5–8)* for the Pocketbook for Primary Care of Older People, including technical content, structure, and proposed learning objectives for each session.

Due date: 12/15/2026

o Review chapters in sessions 5-8 developed following the pocketbook strategy (deliverable 3)

o Participate in meetings with collaborators as well as editorial committee to advance the work to review chapters (peer review) and provide edits as required.

Pay Type: Installments per deliverable

Maximum Contract Amount: USD $ 49,500.00

Qualifications

• Strong analytical and quantitative skills with strong attention to details.

• Strong motivation and organizational and management skills.

• Capable of being proactive when the situation requires.

• Advanced knowledge in the use of Excel and other data analytical tools, as well as Power Point, and Word

• Ability to work effectively under pressure in a diverse, team-oriented environment.

• Experience working in multicultural environments.

Professional experience:

Required: At least 9 years of combined national and international experience in the fields healthy aging, integrated care, life course approach or related field.

Desired: Knowledge on ICOPE implementation and other strategies related to care of older people.

Education:

Required: A bachelor’s degree in health science, or in any other field related to the functions of the post from a recognized university

Desired: Master’s degree in epidemiology, public health, gerontology/geriatrics or any other field related to functions.

Languages:

Required: Fluent in written and spoken Spanish and English

Desired: Basic knowledge of Portuguese and French are a plus.
