Major Functions

This is a great time to join our Emergency Medical Services (EMS) Team! We are seeking Part Time and Intermittent Paramedic candidates to provide pre-hospital basic and advanced life support care and transport for the ill or injured throughout Volusia County. The preferred candidate, having met the minimum requirements, will have a minimum of two (2) years of experience as a paramedic in a 9-1-1 based system or Emergency Room (ER) setting or be currently employed by Volusia County EMS as an EMT. 

Hiring Range 

TRAINEE PARAMEDIC : $20.2793 – $21.0905

CLEARED PARAMEDIC: 22.9493 – $23.8673 Hourly

Experience Pay for new hires with verified pre-hospital related experience:

  • 1 to 2 years full-time experience = 1% above starting rate
  • 3 to 5 years full-time experience = 2% above starting rate
  • 6+ years full-time experience = 4% above starting rate

Candidates with less than 1 year verified pre-hospital related experience can expect an offer at the minimum.

Shift Differential 

Employees assigned will receive an additional $1.25 per hour for hours worked between 10pm and 4am which will increase to $1.85 per hour on October 1, 2023. 

  • Note: All Paramedics will be in a trainee status and paid accordingly until they are cleared by the Volusia County Emergency Medical Services (VCEMS) Medical Director and cleared to function as a lead paramedic on a VCEMS ambulance through the internal clearing process.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)

  • Perform assessment and treatment consistent with the United States Department of Transportation National Standard Curriculum for Emergency Medical Technician – Basic and Emergency Medical Technician – Paramedic pursuant to and in accordance with standing orders promulgated by the Emergency Medical Services (EMS) Medical Director or his or her designee.
  • Operates, maintains, and troubleshoots equipment utilized for pre-hospital assessment and care.
  • Operates vehicles in accordance with state law and prevailing standards.
  • Acquires, manages, and protects privileged health information in accordance with state and federal laws.
  • Performs timely medical and billing documentation accurately and comprehensibly to ensure completion of the record of patient care and, when present, provides evidence of medical necessity for purposes of billing.
  • Prepares and completes other reports and documents as necessary (e.g. controlled substance accountability logs, etc.).
  • Maintains all credentials required by the state and the Emergency Medical Services (EMS) Medical Director.
  • Provides direction to the Emergency Medical Technicians.
  • Testifies in court (e.g. murder trial, DUI, chain of custody) and gives depositions.
  • May provide clinical oversight and written evaluations for students/trainees from affiliated emergency medical service training programs.
  • Interacts with patients, coworkers, peers, other health care providers, and the public in a professional and considerate manner.
  • Attends work on a regular and consistent basis.
  • Responds to all emergency situations as directed.
  • Must adhere to all Federal, State, County and Local ordinances.
  • May be assigned to other locations based upon operational needs.
  • Performs other duties as assigned

Minimum Requirements

Graduation from high school or completion of a GED or the High School Equivalency Program (HEP). The preferred candidate will have a minimum of two (2) years of experience as a paramedic in a 9-1-1 based system or Emergency Room (ER) setting or be currently employed by Volusia County EMS as an EMT.

Must currently possess and maintain: 

  • A valid class E Florida driver’s license within 30 days of hire.
  • A Florida paramedic certification.
  • A certificate indicating completion of a sixteen (16) hour emergency vehicle operations course, or equivalent, which meets or exceeds the requirements of the State of Florida within 30 days of hire.
  • A valid advanced cardiac life support (ACLS) credential as permitted by the Florida Department of Health.
  • An American Heart Association Basic Life Support (AHA BLS) provider card or American Red Cross Cardiopulmonary Resuscitation Basic Life Support (ARC CPR BLS) card.
  • An AHA Basic Trauma Life Support Prehospital Trauma Life Support (BTLS/PHTLS) card within one (1) year of hire.
  • A Pediatric Education for Prehospital Providers (PEPP) or Pediatric Advanced Life Support (PALS) certification within one (1) year of hire.
  • Approval by the Emergency Medical Services Medical Director to practice as an Emergency Medical Technician-Paramedic (EMT-P).

Must provide proof of completion (certificates) for the following Federal Emergency Management Agency (FEMA) training courses prior to hire:

IS-100.c – Introduction to the Incident Command System, ICS 100

IS-200.c – Basic Incident Command System for Initial Response

IS-700.b – An Introduction to the National Incident Management System

EMPLOYMENT REQUIREMENTS:

  • Employment will be contingent upon the candidate successfully passing a pre-employment background check.
  • Must successfully complete the division’s physical assessment prior to hire or promotion and if hired, continue to successfully complete the assessment on an annual basis.
  • Must have and maintain a satisfactory driving record that doesn’t preclude them from employment.
  • Must not be excluded from participating as a health care provider in insurance programs including, but not limited to, Medicare and Medicaid prior to and during employment at the County of Volusia.

Note: All employees covered hereunder shall be non-tobacco users and nicotine free at the time of hire as a condition of employment and shall be required, as an absolute condition of continued employment, to refrain from smoking cigarettes, cigars, pipes, or use of any type of tobacco products of any kind at all times, whether on or off duty.

Knowledge, Skills & Abilities

  • Ability to effectively and tactfully communicate, both written and orally.
  • Ability to understand written and verbal orders and implement appropriately.
  • Knowledge of Florida safety requirements and privileges when responding to non-emergency and emergency calls.
  • Knowledge of Florida traffic and driving regulations.
  • Skilled in electronic patient care reporting, electrocardiogram transmission, wired and wireless computer networks, two-way radios, and cellular devices.
  • Skilled in the operation, maintenance, and troubleshooting of all equipment utilized for prehospital assessment and care.
  • Skilled in the operation of vehicles in accordance with state law and prevailing standards.
  • Skilled in the defensive driving of an emergency transport vehicle.
  • The Paramedic has an inferred fiduciary responsibility as it relates to a patient’s needs for emergency medical care, perceived need to access social services, and fiscal obligations as they relate to out-of-hospital care and transport.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful situations.
  • Must be able to relocate to other county locations based upon operational needs.

ADA REQUIREMENTS 

Physical demands: Heavy to very heavy work. Lifting in excess of 100 pounds, prolonged sitting, standing, balancing, bending, squatting, crawling, climbing, carrying, pushing, pulling, grasping, finger dexterity, kneeling, reaching, walking, traversing uneven ground, hearing, talking, smelling, and visual acuity of depth perception, peripheral vision, and clarity in daytime and night time conditions to allow for driving and other activities associated with prehospital medical care.

Environmental demands: Ability to tolerate prolonged periods in indoor and outdoor environments including, but not limited to, excessive cold, excessive heat, inclement weather, humidity, rain, wind, vibration, noise, water exposure, fumes/odors, physical hazards, and potential for exposure to blood/bodily secretions and pathogens.

Mental demands: Ability to appropriately and professionally interact with ill and injured persons. Read and comprehend instructions, letters, journals, maps, and physician’s instruction. Write complex sentences and reports. Verbally relay information to others and speak extemporaneously. Perform advanced mathematical calculations pertinent to job performance.
