The UNICEF Multi Country Office (MCin the Pacific is in its second year of the 20232027 country programme, with an expanded focus on partnerships, resource mobilization and donor relationships. Much of the work of UNICEF across the 14 Pacific countries it supports requires attention to monitoring and reporting of progress and demonstrating results for children, which needs to be properly documented and effectively communicated to partners.

The strengthening and diversification of donor portfolios, new engagement with partners and proactive fundraising requires highquality writing and reporting in support of the CP implementation. Aside from the regular midyear and annual reports and donor reports, the production of quality donor proposals is being stepped up to ensure funding of the country programme.

All 14 Pacific Island countries and territories have ratified the UN Convention on the Rights of the Child, but only a third are on track with reporting obligations. Explore the different areas of our work here: UNICEF Pacific Islands.

How can you make a difference?

The Partnerships Officer will work under the close supervisor of the Partnership Specialists (P3) to support the senior management in deepening and expanding collaboration with key existing and new public/private partners and stakeholders in mobilizing and leveraging funds for the UNICEF Pacific MCO.

One of the key responsibilities of the Partnerships Officer is to track, followup, review, finalize and submit all narrative and financial reports as per reporting timelines in Fiori. He/She will strictly follow the internal donor reports process and preparation timeline to ensure that every single report is submitted before the submission deadline.

Key functions, accountabilities, and related duties/tasks:

  1. The Partnerships Officer will ensure the quality and timely submission of all donor reports (both narrative and financia

She/He will maintain an uptodate donor report tracker in SharePoint and coordinate with relevant programme colleagues for tracking, followup, reviewing and finalizing the reports as per reporting deadlines in Fiori. He/ She will strictly follow the internal donor reports process and preparation timeline to ensure that all reports are submitted before the deadline.
  3. She/He will liaise with Communication and Programme sections to review and develop relevant HumanInterest Stories (HI, picture stories/essays and other communication materials highlighting the impact made by UNICEF Pacific partners.
  4. The Partnerships Officer will maintain an uptodate information on funding pipeline and income trends to be used for monthly PMT and CMT updates which will contribute to strategic outreach and fundraising efforts by senior management, programme chiefs, CFOs and relevant programme staffs.
  5. The Partnerships Officer will help maintain/update the donor mapping file of key public/private partners of UNICEF Pacific in line with any major ODA and other policy changes of key partners for strategic outreach and effective resource mobilization.
  6. She/He will support the Partnerships Specialist to build and maintain effective relationships with member states, UN agencies, NGOs, host government and other partners of the Pacific thus contributing to robust donor relations, fund raising and leveraging of funds for the children in the Pacific.
  7. Assist in coordinating briefing notes and relevant information for senior management when meeting with member states, UN agencies, NGOs, host government and other partners.
  8. She/He will also help review donor agreements/amendments in compliance with UNICEF rules and regulations as a UN agency/Public International organization.
  9. She/He will also support in contribution and grants management tasks such as submission of grant creation/amendments (NCEs, etc.) in Service Gateway and tracking and submission of payment requests to donors.

Minimum requirements:

Education:

  • A firstlevel university degree is required in one of the following fields:  international relations, political science, communications, international development, or another relevant technical field.

Work Experience: 

  • A minimum of two years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.

Skills

  • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
  • Excellent writing and editing skills in English and good analytical skills. Ability to organize, compile and summarize inputs from different writers, provide clarity using resultbased languages is required.
  • Good knowledge of partnership development and resource mobilization is an asset.
  • Strong familiarity with political and governmental processes
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization is an asset.
  • Experience in developing and implementing visualization of reports/dashboards. Editing and proofreading UN documents and familiarity with UNICEF’s style and UN editorial manual are desirable.
  • Advanced knowledge of partnership development and resource mobilization.
  • Ability to conduct sound policy analysis.
  • Ability to contribute to formulation of strategies and policies.

Language Requirements: 

Fluency in English is required. Knowledge of the local language is an asset.

Desirables:

  • Professional international experience in these following areas is required: donor reporting, resource mobilization, donor/external relations.
  • Ability to synthesize complex documents into key messages.
  • Strong communications skills, verbal and written.
  • Strong networking and negotiation skills
  • Experience in working with UN systems is required. Previous work experience with UNICEF is an asset.
  • Experience in working with bilateral organizations, public sector donors, IFIs and regional organizations is an asset.
  • Developing country work experience and/or familiarity with emergency.
