The Department of Corrections Health Services Division is seeking a highly motivated and qualified individual to take on the dynamic role of Physician 3 Full Time for the Monroe Correctional Complex in Monroe, WA, located just northeast of Seattle.

Duties

Manage and oversee treatment of opioid use disorder with medications, including induction onto clinically appropriate medications for treatment of opioid use disorder, to include buprenorphine, methadone and naltrexone when clinically indicated.

  • Evaluation of patients coming into facility for community custody agreement violations who are found to have positive urine drug screens indicating active substance use prior to incarceration; determine if patient is at risk of substance withdrawal and what treatments may be indicated.
  • Discuss available treatment options for opioid use disorder with patients and determine appropriate treatment using patient shared decision making.
  • Prescribe medications for treatment of opioid use disorder, according to DOC protocol, which includes buprenorphine, methadone and naltrexone.
  • May be required to administer long-acting injectable buprenorphine when nursing staff is not available for administration.
  • May be required to provide training to providers and nursing staff on administration of long-acting injectable buprenorphine.
  • Daily rounding (M-F) on all patients who are undergoing induction onto MOUD and determining when patient no longer requires daily monitoring for withdrawal related symptoms.
  • Coordinating care of patient with nurse in charge of dosing and continued monitoring of symptoms.
  • Coordinating care of patient with release planner to ensure community follow up is arranged prior to release.
  • Work with community providers to ensure smooth transitions of care in conjunction with the health services reentry team.

Coordinate care and co-manage patients on methadone treatment for OUD across all facilities with other addiction medicine specialists within DOC.

  • Evaluate patients via virtual platform or in-person visit to discuss and manage treatment using methadone, or transitions between other medications and methadone for treatment of OUD.
  • Co-manage prescriptions for patients on methadone with other addiction physicians in DOC.
  • Coordinate with addiction medicine team as well as facility scheduling, providers, and nursing staff regarding ongoing treatment plan for OUD for patients on methadone.
  • Write prescriptions for methadone within the DEA allowable regulations for treatment of OUD within carceral facilities for patients within DOC and document accordingly.
  • Work with MOUD nurses and re-entry team members on coordination of care transitions for patients releasing from DOC who are actively on methadone treatment to ensure seamless transition to the community.

Consultation for addiction care of patients within DOC facilities.

  • Receive requests for consultation by primary care and mental health providers within DOC system for addiction related care and respond in a timely manner with recommendations.
  • Consultation of less complex care can be done without face-to-face direct patient care by communicating with primary provider.
  • Complex addiction care can be done via direct interaction and consultation through virtual or face-to-face patient appointment.

Training of staff/providers on addiction care and addiction related topics.

  • In collaboration with the addiction medicine team, and under direction of the Director of Addiction Medicine, provide training for DOC staff and patients statewide to include relevant addiction medicine topics such as addiction as a disease model and MOUD treatment.

Other Duties as Assigned.

  • Quality improvement.

Qualifications

Required Qualifications:

  • Intitial and continuous unrestricted licensure in the State of Washington as a Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO). Must ensure that license is renewed in accordance with BOP regulations and that proof of current licensure is provided by anniversary date each year to facility leadership.
  • Current and expected maintenance of board certification in addiction medicine.
  • Experience with prescribing, titrating, tapering and management of methadone.
  • Maintain current CPR certification and insure that proof of current status is provided annually to facility leadership.
  • Experience: one year post residency with a demonstrated in-depth working knowledge of medical assessment techniques, medication uses, acute and chronic illness management with appropriate use of ICD-10 diagnosis codes.
  • Ethics and Integrity: Demonstrated knowledge of of professional, ethical guidelines for medical professionals. Maintains professional boundaries and has expectations that supervisors, peers and subordinates do the same. This includes legal and professional expectations and guidelines concerning patient confidentiality.

Preferred Qualifications:

  • Education: A Doctor of Medicine (MD) OR Doctor of Osteopathic Medicine (DO) from a recognized school of medicine or osteopathic medicine.
  • Experience working in a carceral facility.
  • Experience working in an opioid treatment program.

Insurance Benefits

Retirement and Deferred Compensation

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
