POSITION DESCRIPTION

The Physician Advisor Program Medical Director for the University of Washington Medical Center (UWMC) will serve in partnership with the Associate Medical Director for Patient Progression and Care Coordination as a physician leader in developing strategies, processes, and initiatives aimed at improving patient flow through the hospital and efficient utilization of hospital beds as well as improving length of stay and patient progression. They will partner with the Associate Medical Director for Patient Progression and Care Coordination, UWMC Medical Director, the Assistant Administrator for Patient Care Services, the Assistant Administrator for Social Work and Care Coordination, the director of the Transfer Center and other medical staff to identify institutional priorities related to capacity management, utilization management and clinical documentation improvement will seek to improve hospital performance in these domains. This role has a 12-month service period (July 1-June 30). Faculty with 12-month service periods are paid for 11 months of service over a 12-month period (July-June), meaning the equivalent of one month is available for paid time off. 

PRIMARY SCOPE OF SERVICE 

The Physician Advisor Program Medical Director will be primarily responsible for the development and operations of the Physician Advisor activities in the Capacity Management Physician/Physician Advisor Team but will partner closely with the Associate Medical Director for Patient Progression and Care Coordination in executing these responsibilities. Important metrics will include discharge times, LOS, O:E LOS, time on transfer list, Obs patients staying >2 midnights, and overturned denials.

PRIMARY RESPONSIBILITIES

  • The primary responsibilities outline current intended responsibilities for the Physician Advisor Program Medical Director role. The distribution of activities below represents current expectations but may shift over time:
  • Leads recruitment for Physician Advisor role
  • Establishes onboarding/training/ongoing education plan for the Physician Advisor team
  • Including determining training needed prior to starting the role
  • Work with leaders in SW & CC to develop workflows for the Physician Advisor program
  • Create references materials for Physician Advisor team documenting workflows and expectations
  • Assists in development of dashboard for tracking program outcomes
  • Develop additional tools needed for collecting and tracking data
  • Work with leadership and Huron to collect baseline data, as able
  • Develop work schedules (location, specific hours, etc.) for Physician Advisor team
  • Assist team members in resolving concerns and questions
  • Tracks adequacy of coverage following implementation and adjusts accordingly
  • Aggregates and interprets data generated by the team, and works with leadership to adjust accordingly
  • Works with AMD to prioritize functions of the role based on staffing
  • Develops plans to ensure uniformity of practice of Physician Advisor team
  • Leads education of Medical Staff on the functions and expectations of the Physician Advisor role
  • Co-Chairs UM Committee Meeting

ADDITIONAL EXPECTATIONS AND RESPONSIBILITIES

  • Conduct presentations to Medical Staff, Hospital Board/Administration as warranted as may be related to CMP areas of expertise or knowledge
  • Assist with the evaluation of the hospital UM program, including adherence to the required CMS Conditions of Participation
  • General expectations of UWMC Physician Leaders, including the following:
  • HIPAA Compliance: Demonstrates knowledge and understanding of patient privacy rights.
  • Compliance Program: Demonstrates knowledge and understanding of, and adherence to, UWMC’s Compliance Program policies, procedures, and standards of conduct. Helps ensure compliance training of service members.
  • Cultural: Demonstrates an awareness and respect for patients’ and coworkers’ views, traditions, and actions in light of individual cultures.
  • Communication: Ability to proficiently read, write, understand, and communicate in English.
  • Service Orientation: Supports the organizational and service area’s mission and vision.
  • Relationships and Teamwork: Communicates effectively and respectfully with individuals and groups. Contributes to positive working relationships and collaborative teamwork with all disciplines and departments.
  • Economics of Care: Demonstrates knowledge of cost efficiencies in the delivery of care and promotes these in the service’s operations.

OUTCOMES AND DELIVERABLES

Submits monthly record of performance metrics or data as requested to the medical directors (or direct report)

FACULTY APPOINTMENT AND SALARY 

Physician Advisor Program Medical Director role is a 0.7 FTE position. This position will have a full or part-time faculty appointment in one of the UWSOM departments appropriate for background and experience, specifically Emergency Medicine, Family Medicine, General Internal Medicine, and General Surgery. This is a 12-month service period position (July – June) with an anticipated start date May 1, 2024.

The base salary range for this position at 100% FTE (prorated to actual FTE) will be $19,702 to $40,292 per month, commensurate with experience and qualifications, or as mandated by a U.S. Department of Labor prevailing wage determination. Other compensation associated with this position may include an administrative salary supplement (ADS), and incentive through UW Physicians (UWP) practice plan.

Qualifications

MINIMUM REQUIREMENTS

Licensure:

  • Hold and maintain an unrestricted medical license in the state of Washington
  • Meet the requirements (and become a member) of the Hospital medical staff

Experience:

  • 5 years clinical experience in hospital-based practice, strongly preferred
  • Possess or acquires a solid foundation, knowledge, and/or experience in the areas of utilization management, quality improvement, and patient safety, required
  • Possess expertise on matters regarding physician practice patterns, over- and under-utilization of resources, medical necessity, levels of care, care progression, denials management, compliance with governmental and private payer regulations, appropriate physician coding and documentation requirements

Education:

  • Doctor of Medicine, Doctor of Osteopathic Medicine, or foreign equivalent, required.
  • Strong computer skills and working knowledge of Epic
  • Ability to build rapport and collaborate with medical staff and hospital leadership
  • Demonstrated business and financial acumen
  • Knowledge of regulatory compliance
  • Familiarity with MCG placement status criteria

In order to be eligible for university sponsorship for an H-1B visa, graduates of foreign (non-U.S.) medical schools must show successful completion of all three steps of the U.S. Medical Licensing Exam (USMLE), or equivalent as determined by the Secretary of Health and Human Services. 

PREFERRED QUALIFICATIONS

  • Experience in working with CMS and RAC Denials
  • Board Certification by the American Board of Quality Assurance and Utilization Review Physicians, Inc. (ABQAURP)
  • Physician Advisor sub-specialty Certification by the American Board of Quality Assurance and Utilization Review Physicians, Inc. (ABQAURP)
