The County of Yolo Health and Human Services Agency (HHSA) is recruiting to fill one (1) part-time (20 hours per week) At-Will Physician to support Children’s Medical Services (CMS) housed within the Child, Youth & Family branch. This position serves as the Medical Consultant for the county’s California Children’s Services (CCS) program with the following responsibilities: determining medical eligibility for CCS; providing consultation to nurses for case management and care coordination; and providing consultation to the physical and occupational therapists at the Medical Therapy Unit (MTU) at Greengate School. This position works in close collaboration with the county CCS team, performs limited liaison work including answering occasional calls from community pediatricians, and participates in regular meetings with regional and state CCS medical consultants.

The ideal candidate for this position will have:

  • Graduated from an accredited Medical or Osteopathic school with an M.D. or D.O. degree, and must be a licensed physician in the state of California. Two years of graduate work in a recognized school of Public Health with a Master’s Degree in Public Health is preferred but not required. Certification in Pediatrics, Family Practice, or Preventive Medicine is preferred;
  • Have excellent knowledge of the principles and practice of pediatrics, particularly the diagnosis and treatment of chronic and complex pediatric health conditions, and have broad knowledge of public health principles, including current trends in policy, treatment, prevention, education, and related issues. The candidate should also have a general understanding of operating policies and functions of the State Department of Public Health; emergency medical services and disaster response activities and planning; and effective public and community relations;
  • The ability to plan, organize, direct and coordinate activities to meet the daily operational and overall goals of the county CCS program; plan and organize health operations to meet community health needs and State/Federal laws/regulations within available resources; understand, interpret and explain laws, regulations and policies governing medical program operations, specifically CCS; develop specific program and operational goals and objectives; understand program objectives in relation to departmental goals and procedures; plan, organize, direct and evaluate the work of others; maintain confidential information according to legal standards and/or regulations of the Federal, State and County governments and ethical/legal obligations of the medical profession; communicate effectively both orally and in writing, with the public, various governmental bodies, professional medical personnel, and with people of various ethnic and socio-economic backgrounds; and establish and maintain effective working relationships at the State, Local and County level.

The recruitment will be open on a continuous basis until the position is filled. The first application screening will occur the week of November 11, 2024.

The salary offered for this part-time position (.50 FTE/20 hours per week) will be a prorated amount of the full-time salary as well as pro-rated benefits. The part-time salary range is $98,404.75 – $119,610 annually.

Definition 

Under the direction of the Department Director/Health Officer, acts as his/her assistant by providing specialized health services in a public health setting; is responsible for enforcing local health orders, ordinances, and regulations prescribed by the State Department of Health Services, and State statutes relating to public health and serves as the Maternal and Child Health consultant to the department.

Distinguishing Characteristics 

This is an At-Will, single-position classification appointed by the Department Director/Health Officer. The position serves as Director of Maternal and Child Health Programs, medical consultant to California Children’s Services (CCS), Health Care Program for Children in Foster Care (HCPCFC), and as assistant to the department head in the enforcement of public health codes and evokes official orders as necessary for public health protection. The incumbent exercises independent medical judgment subject to the policy direction of the Department Director/Health Officer, statutory requirements of State, Federal and Local laws, rules and regulations, and administrative direction of the Department/Director.

Essential Functions

The following duties are typical of those performed in this class; however; incumbents may also perform other related duties.

  • Assists with overall medical direction and guidance for the Health Department in enforcing local health orders and ordinances, regulations prescribed by the State Department of Health Services, and State statutes relating to public health;
  • Assists Health Officer with emergency medical, environmental health and communicable disease functions in disasters and emergency situation and takes a lead roll in bioterrorism preparedness and MCAH;
  • Serves as a consultant in a specific public health field to Public Health program staff, other agencies, and to physicians in private practice;
  • Performs duties as Clinical Physician in one or more areas including California Children’s Services and communicable disease control;
  • Assists with morbidity, mortality and epidemiological studies and distribution to medical professionals, public agencies and the general public;
  • In cooperation with the Department/Director, develops long-range management and public health policy goals, objectives and evaluations;
  • Assists with the review and approval of medical protocols utilized within the Health Department;
  • Conducts special studies and convenes committees and acts in the absence of the Health Officer;
  • Maintains a close working relationship with the Department Director/Health Officer and other public health providers.

Employment Standards

Education: Graduation from Medical School with an M.D. Degree. One year of graduate work in a recognized school of Public Health with a Master’s Degree in Public Health is preferred but not required.

Experience: Two (2) years of responsible experience as a Physician.

License Requirements:

Acceptable forms of educational documentation are official or unofficial transcripts that list the student’s name, institution name, field of study and date the degree was awarded. 

For recent graduates who have not received proof of their degree yet, a letter from the registrar’s office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
