The position of a Portfolio Management Officer is assigned to the Papua New Guinea Resident Mission (PNRM) within the Pacific Department (PARD). You will be based at our Resident Mission Office in Port Moresby, Papua New Guinea.

Your Role:

As a Portfolio Management Officer, you will assist Papua New Guinea Resident Mission (PNRM) in handling of loan/technical assistance (TA) processing and administration, project implementation, portfolio management, and other general activities, covering public and private sector operations.

You will:

  • Support Country Director (CD) and Country Operations Head (COH) in providing oversight to TA projects and loan administration and assisting in the identification and execution of required measures to address and resolve project implementation problems and conducting the Country Portfolio Review Mission.
  • Support project administration and monitoring work plan delivery under guidance of COH, including coordinating delivery, conducting regular review with related sector clients, monitoring and reporting progress.
  • Support project administration to ensure proper implementation and performance reporting, procurement, and compliance with ADB policies.
  • Prepare documentation for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements.
  • Provide technical support to and participates in project review and completion missions as required, and provide written inputs for, and review of, aide-memoires and memorandum of understandings.
  • Support the preparation and updating of portfolio projections, annual, and project targets such as contract awards, loan disbursements, Project Completion Report or TA Completion Report, monitor achievements against targets and provide advice on implementation schedules.
  • Plan, organize, and conduct training workshops for EAs in areas relating to project administration/ management.
  • Support the prompt identification of and proper attention to problem or potential problem projects and provide advice to PNRM and ADB HQ staff in the review and improvement of project administration policies.
  • Support focal for sectors in portfolio monitoring and maintain close relationships with the relevant government agencies and HQ staff.
  • Perform other tasks as reflected in your workplan.

Qualifications:

You will need:

  • Bachelor’s degree in engineering, project management, procurement, or other related fields; preferably with advanced training.
  • At least 8 years professional experience; preferably with related experience in international agencies.
  • Sound knowledge of government administrative systems and procedures.
  • Strong interpersonal skills, teamwork attitude, and ability to develop relationship internally and externally in a multicultural environment.
  • Ability to identify issues and appropriate actions at the field office level.
  • Strong planning skills to handle a multitude of tasks under given timelines.
  • Proficiency in using common computer applications, and information technologies.
  • Ability to mentor junior local staff to facilitate work planning, delivery and quality review
  • Excellent written and verbal communication skills in English
