  1. Background

Oxfam is an international confederation, counting 21 organizations working together with partners and local communities in more than 90 countries.

Oxfam has been working in Iraq since the 1990s with both an expanding and contracting presence. In 2014, Oxfam established its first office in Kalar when the conflict with ISIS began, and the country was thrown into a new humanitarian crisis in an already fragile context. Oxfam in Iraq is amongst the largest NGOs operating in the country.

Oxfam in Iraq’s strategy is shaped around 3 key pillars: 1) Humanitarian response, 2) Governance, and 3) Equality. Within each of these pillars, intervention covers the following sectors: Emergency Food Security and Vulnerable Livelihoods, Water and Sanitation and Hygiene, justice between men and women and Protection, Emergency lifesaving support, and Local Humanitarian Leadership.

Project Background

Iraq is among the countries most affected and vulnerable to climate change globally. In addition, the country is the fifth most vulnerable to reduced water and food availability, extreme temperatures, and associated health problems1. Data forecasts predict that by 2050, there will be a 10% decrease in precipitation and an increase in temperature of 1°C. This is expected to cause a 20% reduction in freshwater availability, meaning that almost one-third of Iraq’s irrigated land will have no water2. Iraq will remain amongst the hottest countries, with some of the highest temperature increases in the region in the coming decades. In addition, the country’s vulnerabilities to climate change, severe environmental degradation and mismanagement of natural resources are putting its ecosystem in danger of collapsing. This will threaten water and food security, biodiversity, and the country’s long-term stability3.

In response to the impact of climate change, Oxfam in Iraq is implementing a project titled: “Anbar Climate – Participation, Research, Adaptation & Planning”, which aims to support local government and community representatives to support the resilience of their communities against the impact of climate change through their active engagement in dialogue and active citizen participation in Anbar governorate.

  1. Purpose and objectives
    1. Output 1: The access to information regarding climate change and its implications for Anbar districts (Fallujah, Ramadi, and Heet) as a basis to develop adaptation and mitigation measures is improved

Within the project scope, Oxfam in Iraq plans to produce a wide range of products including B-roll videos, video interviews, documentaries, and photography, capturing the activities and their impact done under the mentioned projects in Anbar Governorate.

As part of this assignment, Oxfam in Iraq is looking for a production/media agency or film director/producer to produce videos and photos to cover all the pre-production and post-production work on a long-term period that covers the whole project timeline.

The overall objective of this assignment is to produce visual products to capture and document the impact of the project activities. The products are key outputs that must highlight learning, achievements, and success stories from members from the grassroots, partners, and beneficiaries.

The “Anbar Climate – Participation, Research, Adaptation & Planning” project activities focus on the following outcomes:

  1. Output 2: The awareness of community members and local government in Anbar regarding climate change risks and its implications has increased, and local government has improved capacities to organize awareness campaigns.
  2. Output 3: An increased exchange between local government and the population on climate change-related topics is established.
  3. Output 4: Districts are better prepared to address the impact of climate change
  4. Scope and methodology

To achieve the desired product, the service provider is expected to implement the following:

Videography:

  • Develop the video’s overall concept and scenario in collaboration with the Oxfam team, including the script to be used in the shooting and production of the documentation videos, which will cover the project’s outcomes.
  • Conduct field interviews and shoot/record with beneficiaries, partners, governmental actors, and stakeholders in the project locations. The exact location and identification of actors will be agreed on with the Oxfam team.
  • The videos are expected to be recorded with High-Definition quality and creativity, display emotions, tell a story, and be rich with details.
  • Children must be excluded from videos for protection and privacy purposes unless otherwise approved by the Oxfam team.
  • Present draft videos to Oxfam for review and comments and conduct several rounds of editing and colouring.
  • Incorporate Oxfam’s comments and feedback and produce an 8-minute documentary. Allocate 2 minutes for outcome 1 and 1.5 minutes each for outcomes 2 and 3. Dedicate 3 minutes to outcome 4.”
  • Embed English subtitles in the videos as needed and identify interviewees’ names, positions or occupations, locations, and any relevant details.
  • Materials and all recorded contents of videos and photos must be delivered to the Oxfam in Iraq team on a hard disk/ or uploaded to Oxfam Box at the end of the assignment.

Photography:

  • Capture professional pictures for the aforementioned activities in Anbar Governorate.
  • Products must include beneficiaries from the local community and Oxfam interventions, for example, shots of round table meetings, Dilouge workshops, Awareness campaigns, discussions and meetings with government and community members ( based on needs).
  • Products are expected to be captured with creativity, have the right timing, show unique moments, display emotions, tell a story, and be rich with details.
  • Children must be excluded from pictures and raw videos for protection purposes.
  • The estimated number of professional pictures is at least 30 per location.
  • The delivered photos should be submitted with detailed captions describing the location, date, and title of each covered activity.

Note: The consultant is responsible for obtaining and delivering hard copies of signed consent forms for everyone appearing in the videos and photos to the Oxfam team. Oxfam will provide the company with the consent form at the beginning of the assignment.

  1. Deliverables

As per the information above the expected final deliverables are as follows:

  • 1 documentary of 8 minutes. Allocate 2 minutes for outcome 1 and 1.5 minutes each for outcomes 2 and 3. Dedicate 3 minutes to outcome 4.”. ( The distribution of minutes could be later revised and agreed on with the Oxfam team as needed.)
  • Short video, 2-3 minutes, including snaps of the 8-minute video for use on social media.
  • Profficinal pictures documenting the activites as per the provided plan. Overall, at least 30 pictures per location.
  • All photographed and raw materials taken during the duration of the assignment.
  1. Timeframe

The consultancy shall start on the contract signing day and continue until 28 February 2025, with 25 working days for video shooting/recording and photography.

Oxfam will provide a project/activities plan after the contract is signed, where activity types, exact locations, timelines, and focal points are designated. The consultant and Oxfam team will agree on the distribution of the working days during the assignment period to ensure coverage and documentation of project actiivites.

  1. Supervision and Management

The Area Manager, Project Manager, and the Policy, Advocacy, and Communication team will provide technical supervision of the assignment.

  1. Logistics and Constraints

Oxfam will be responsible for:

  • Actively engage with the consultant during the storyboard, scenario development, and work plan.
  • Oxfam will provide the consultant with the draft questions, activities plan, and any relevant materials for their input and consideration.
  • Work with the consultant to identify individual information, location, names, and positions.
  • Reviewing the visual products and providing feedback regularly during the project period.
  • An assigned Oxfam staff member is expected to escort/support the service provider to ensure a smooth implementation of the tasks and work.
  • Exact locations, contact details, and other information will be shared with the service provider by the delegated team member or Communications team
  1. Knowledge and Experience of the Consultancy firm/individual

The following key technical requirements will be taken into consideration when assessing consultants’ technical competencies:

  • Must have over 5 years of proven experience in film/video production and similar products.
  • Extensive experience in producing similar work-related documentaries, videos, and photography for organizations to reach local and international audiences.
  • Excellent technical capacities and abilities to produce full High-Definition video and photos to ensure high-quality production.
  • Strong communication skills, with the ability to communicate detailed concepts clearly and concisely.
  • Knowledge of the local context.
  • High awareness about context and community potential sensitivity as well as gender perspective, privacy, and dignity.

How to apply

Interested individuals or consultancy firms, with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:

  1. Cover letter of no more than 1 page introducing the consultant/company and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
  2. The technical proposal should provide details on the proposed methodology responding to the ToR and the deliverables; capacity in line with the competencies required for the assignment, including references to experience with similar assignments and providing relevant work samples; CVs of the consulting team directly involved in the assignment, including their specific roles; and three professional referees. A technical proposal should not be longer than 5 pages, excluding annexes, and should include examples/samples of previous similar work.
  3. Detailed work plan.
  4. The financial proposal includes a one-page budget of the offer, covering all major anticipated costs. An accompanying work plan must be submitted too.
  5. Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
