JOB DESCRIPTION
The Providence Public School District (PPSD) serves approximately 22,000 students attending our 37 schools. PPSD employs more than 3,200 professionals who work in and provide support to our schools, which include 20 elementary schools, 7 middle schools, 11 high schools and 2 public district charter schools. Of our employees, approximately 2,000 are educators, and more than 600 others directly support students and families in our schools.
Our schools are diverse learning communities. Approximately 68% of our students are Latinx, 15% Black, 7% White, 4% Asian, 5.5% Multi-racial and 1% Native American. Approximately 40% of students are multilingual learners, and about 16% of students receive special education services. Approximately 55% of students come from homes where English is not the primary language spoken. Combined, our students and families speak more than 55 different languages and hail from 91 countries of origin.
Reporting directly to the Executive Director of Recruitment and Staffing, the Professional Compliance Specialist will develop systems and strategies for administrative processes revolving around ESL certification, emergency certification, renewals, compliance monitoring, recordkeeping, reporting functions, and new hire certification orientation meetings.
EDUCATION TRAINING AND EXPERIENCE
- A Bachelor’s degree with a concentration and or certification in human resource management is preferred
- A minimum of 5 years of experience in a fast-paced HR department (customer service, recruitment, HRIS, employee relations, benefits administration). The candidate must also have experience in senior level management support.
DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES

Under the direction of the, Executive Director for Recruitment and Staffing the Professional Compliance Specialist will:
- Support the expansion of teacher ESL Certification by processing emergency certificates and processing tuition reimbursement.
- Support the approval of certification renewal requirements
- Support with implementing licensure compliance regulations
- Work collaboratively with onboarding team to ensure all new staff complete their onboarding compliance requirements
- Plan, coordinate, and implement a monitoring system to ensure completion of annual compliance requirements
- Maintain applicant data, files, and other records as needed
- Process Emergency Certificates, Expert Residency, and related documents, maintain paper and electronic records to professional certification, credentialing ,and related data
- Create and disseminate reports
- Coordinate and implement compliance with School Department human resources policies, processes and procedures, collective bargaining agreements, and applicable employment laws and regulations as they relate the workforce
- Maintain an preliminary (inclusive of ESL) certification database
- Support the overall expansion of preliminary (inclusive of ESL) certification support and district-wide certification compliance.
- Develop and conduct support sessions for emergency certified educators
- Serve as liaison to the department of education on all items related to certification compliance
- Work in partnership with HR team to manage projects pertaining to certification compliance and employee retention
- Provide outreach and support for educator license renewal
- Process PLU approvals
- Monitor the status of preliminary (inclusive of ESL) certification renewal requirements and provide updates, notifications and reminder emails to those in process
- Provide technical support for the online compliance requirements as needed.
- Maintain a variety of manual and electronic files and/or records
- Track and summarize data related to internal and external compliance requirements
- Coordinate with network leaders, building administrators, committees, etc. for the purpose of serving as a liaison and resource for compliance related items
- Streamline communication around compliance expectations and supports
- Monitor the completion of annual orientation compliance items
- Maintain expertise about current trends and best practices in the area of educator certification
- Work in collaboration with talent team by designing, and delivering mandatory new hire compliance training for all new PPSD new hires
MINIMUM QUALIFICATIONS STANDARDS
- Extensive knowledge of the RIDE educator licensure regulations or willingness to learn
- Knowledge of school system operations in relation to licensure and compliance requirements
- Ability and willingness to work independently and with a sense of urgency, to plan and coordinate process flows, to adhere to deadlines, and to see projects and tasks to completion
- Excellent communication skills, including the ability to correspond accurately and effectively through written and oral communications
- Experience and proficiency with standard office equipment, including personal computers, and software (Microsoft Office Suite, especially Word, Access and Excel), and electronic human resource information systems. Experience with Lawson, AESOP, and Novatime preferred
- Excellent interpersonal and relationship-building skills, outstanding customer service skills, and the ability to interact effectively with all levels of School Department staff and well as various internal and external contacts
- Knowledge and skills to build positive relationships with people from diverse populations
- Demonstrated ability to manage multiple projects concurrently
