INTRODUCTION: CONTEXT AND MISSION

The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. Our schools have autonomy over human and financial resources in exchange for accountability for

performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results.

The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district’s Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective.

Compensation: $63,240.00 – $88,536.00

Grant Funded Position: 24-25 SY

The Program Manager, Multilingual Multicultural Education K-12 leads to improve the District’s Multilingual Multicultural Education programs and services to support the District’s goal of ensuring that every student achieves. The manager supports a comprehensive program of school-based programs and stakeholders and brings community partners and the District together to achieve this goal.

Reports to the Executive Director of the Multilingual Multicultural Education Department

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist the Executive Director in coordinating the development and selection of multilingual multicultural curriculum resources and supplemental materials
  • Provide classroom support to teachers in core subjects and English as a Second Language (ESL)
  • Assist the Executive Director in organizing and providing professional development opportunities for District staff based on current research on ESL best practices, assessments, and strategies for English Language Learners and modeling of effective instruction to build capacity and support schools with delivery of classroom instruction appropriate for second language learners
  • Lead conversations and processes that engage principals and teachers to use all available data, including English Language Learners’ student achievement data, ESL curriculum, lesson plans, ESL and second language learning teaching strategies, and other benchmark data that affect English Language Learners’ student achievement in order to define the joint work of the school
  • Hold daily coaching sessions with school staff
  • Identify specific principal, teacher, and student needs and assist in the development of customized curriculum and teacher professional development to build capacity and a culture of collaborative support
  • Assist school staff in all academic aspects and document and progress monitor coaching sessions.
  • Be active and visible in schools to provide support
  • Assists in supporting schools and District initiatives in providing quality ESL and bilingual instructional services
  • Assist schools in ensuring compliance with District, state and federal mandates for the education of English Language Learners
  • Assists in the interpretation of program services and state and federal guidelines and procedures for the education of English Language Learners to staff, parents and the community.
  • Conducts and models effective instruction for teachers and paraprofessionals to build capacity and support schools with the delivery of classroom instruction appropriate for second language learners.
  • Assist in the use of relevant, research-based ESL instructional practices to analyze and make data-driven decisions and recommend areas for discussion in identifying areas for improvement
  • Assist with the review and analysis interpretation of assessment data and instructional and programmatic services in order to make appropriate decisions relative to students’ needs
  • Interprets program and procedures guidelines as well as the state’s criteria for entrance, exit, and reclassification data to school staff
  • Additional duties as assigned by the Executive Director of Multilingual Multicultural Education

Required Knowledge, Skills, and Abilities

  • Working knowledge of curriculum, instruction, and assessment
  • Must be bilingual and bi-literate in a language other than English
  • Able to produce, analyze, interpret, and summarize data
  • Able to interpret policies and procedures
  • Exceptional communication and presentation skills, both verbal and written
  • Ability to establish and maintain effective working relationships with faculty, staff, students, and the public
  • Ability to communicate effectively, both orally and in writing

QUALIFICATIONS

  • Bachelor’s degree required, master’s preferred
  • TESOL/ESL and/or Bilingual Multicultural Endorsement and/or degree from any state or US Territory
  • At least 3-5 years of experience as an ESL teacher, bilingual/TESOL teacher, language teacher, or administrator

  • A strong commitment to the students in CMSD and a personal sense of accountability around the ultimate success of the CMSD transformation
  • Deep knowledge of the issues and dynamics of inequity in education and passion for CMSD’s mission
  • Knowledge of the roles and responsibilities of teachers of English Language Learners
  • Ability to provide objective feedback on special education programming, compliance, and implementation
  • Understanding of Charlotte Danielson’s framework of professional practice
  • Knowledge of laws relevant to English Language Learners
  • Proven experience working collaboratively in a team-oriented environment
  • Results-driven, with excellent planning and organizing skills
  • Excellent interpersonal skills, including experience leveraging staff and developing talent
  • Successful in overcoming significant barriers to meet goals in a fast-paced and changeable environment
  • Able to critically assess challenges and identify flexible, effective solutions
  • Ability to perform multifaceted tasks with minimum supervision
