JOB DESCRIPTION

Job Overview: The IRC headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports IRC local office staff in implementing high quality programs by providing technical assistance, training, and monitoring. The Office of Refugee Resettlement (ORR) funds the Matching Grant (MG) grant program, which provides early employment services, and the Preferred Communities (PC) grant, which provides additional case management services to especially vulnerable individuals. The Program Officer ORR Programs supports the overall direct assistance, data integrity, program quality, logistical, and information management tasks that overlap between Matching Grant and Preferred Communities**.** This includes support to local staff implementing the programs, monitoring, proposal writing and donor reporting. They lead tracking of related program outputs, outcomes, and objectives against established targets. The Program Officer works closely with the HQ Matching Grant team and Preferred Communities team. This position reports to the Senior Program Office for ORR Programs which is embedded within the HQ Preferred Communities team within the Resettlement, Asylum, and Integration (RAI) Department.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Support the Senior Program Officer in drafting, reviewing, and finalizing MG Site Designs and local MG budgets.
  • Support the Senior Program Officer in drafting, reviewing, and finalizing PC base and supplemental budgets.
  • In coordination with the Senior Program Officer and Resettlement Budgets team, analyze MG and PC grant spending.
  • Analyze direct assistance trends among MG and PC recipients.
  • Assist in data collection and quality assurance of data for monthly, semi-annual, and annual reporting to ORR.
  • Support the MG and PC teams in proposal development and submission.
  • Support the Senior Program Officer on organizational software such as the Efforts to Outcomes (ETO) database, Immigration and Refugee Information System (IRIS) and Integra, finance, and procurement system.
  • Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests.
  • Support the Senior Program Officer building strategic partnerships with key internal and external partners.
  • Support compliance with donor requirements including but not limited to monitoring of local programs, tracking grant commitments across the network; review, editing and submission of reports in a timely manner.
  • Assist with the development and submission of grants management documents including continuation proposals and semi-annual project reports.
  • Develop and deliver training related to ETO, IRIS, Integra and direct assistance.
  • Analyze trends across the network using relevant data sources and advise the MG and Preferred Communities teams on best course of action.
  • Other duties as assigned.

Job Requirements:

Education: Bachelor’s degree in social work or related field of study preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 4 years’ experience strongly preferred.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
