Pakistan is a high-risk country to natural hazards and has been grappling with the impacts of climate change, including increased frequency and intensity of extreme weather events. Floods, droughts, earthquakes and heatwaves have become more common, posing risks to the country’s infrastructure, agriculture, and overall socio-economic stability. In 2022, Pakistan experienced an increase of 77% in annual rainfall while the annual area-averaged temperature increased by 0.84°C. Also, Pakistan is ranked 8th on the Long-term Climate Risk Index (2000-2019). Regarding the VA, under the guidance and supervision of the Programme Specialist (DRM), supports in establishing and implementing country office emergency preparedness and response plans with regards to the potential humanitarian situations to ensure the survival and well-being of children and mothers, and the affected communities.

  • Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
  • Emergency Preparedness and Response: Supports in maintaining humanitarian preparedness and response plans preparation, ensuring that key preparedness actions particularly monitoring supply gaps, LTAs, updating contingency stocks matrix, are followed up for timely action. Also, supports in ensuring that UNICEF’s Global Emergency Preparedness Platform is timely updated with complete information available in a standardize manner, with sections regularly feeding in progress updates and support requirements. Providing support in following up at the interagency level pertaining preparedness, response and other tasks as required.
  • Humanitarian Information Management and Reporting: supports in maintaining UNICEF’s Humanitarian Response Database pertaining ongoing emergencies. Manages information flow required to support Emergency Management activities. Reviews sources, examines information available, extracts and compiles relevant information and supports in preparing analytical briefings showing trends in emergency planning, assessments, assistance, and recovery to facilitate decision making. Compiles and synthesizes information to cater for specific briefs, presentations and talking points.
  • Humanitarian Assessments and Reports: Support and engage actively in the preparation and implementation of multi-sectoral humanitarian assessments, by liaising with relevant stakeholders, such as NDMA, OCHA and UNDP and programme and support sections in UNICEF.
  • Humanitarian Supply and Logistics Follow-up: Creates links between programmes and supply/logistics by providing coordination on contingency plans and stocks and in collaboration with sections, advises on where to pre-position and release supplies. Compiles and shares distribution and supply plans in coordination with sections and feeds information to supply/logistics.
  • Humanitarian Liaison and Sectors Follow-ups: Follows up with sections to ensure timely submission of required inputs to internal and external commitments. Participates in working group meetings, be either UNICEF led or others and identifies issues of common interest to facilitate cross-sectorial coordination and programming.
  • Field Operations/DRM section: Provides support to ensure the smooth implementation of Emergency Field Operations/DRM section as required, including taking notes and follow up on decisions taken in the meetings; liaises with the UNICEF field offices as per need of Field Operations section. Any other duties assigned by the supervisor.

Requirements:

Required experience:

  • 1 years of experience in national and international levels in programme/project development, planning, implementation, monitoring, evaluation, and administration.

  • English, Level: Working knowledge, Required
