This position is located in the Countering Terrorist Travel Section within the Special Projects and Innovation Branch of the United Nations Office of Counter-Terrorism (UNOCT). The Programme Officer will report to the Senior Programme Officer. The United Nations Office of Counter-Terrorism (UNOCT) undertakes counter-terrorism capacity building projects at the global, regional and national level to contribute to the full implementation of all four Pillars of the UN Global Counter-Terrorism Strategy. The focus of this post is to support the implementation, monitoring and evaluation of a UNOCT-led technical assistance project entitled ‘Building the Capacity of Member States to Prevent, Detect and Investigate Terrorist Offenses and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data,’ jointly implemented with the following partners: Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO), the United Nations Office of Information and Communication Technology (OICT), INTERPOL, and the International Organization for Migration (IOM). The purpose of this project is to support Member States to build their capacity to detect and counter terrorist travel and serious and organized crime, including through enhanced international information exchange, passenger data collection and analysis, biometrics, etc. The project will respond to requirements established by the Security Council which, on 24 September 2014, adopted resolution 2178 to address the acute and growing threat posed by FTFs. The resolution inter alia calls upon Member States to require airlines operating in their territories to provide API to the appropriate national authorities in order to detect the departure from their territories, or attempted entry into or transit through their territories, by means of civil aircraft, of individuals designated by the Committee established pursuant to resolution 1267 (1999) and 1989 (2011) (the Committee). On 21 December 2017, the Security Council adopted resolution 2396, which builds on resolution 2178 (2014) by creating new international obligations and other provisions to strengthen border security and information sharing. This includes the use of API and PNR data to curb the flow of returning and relocating FTFs, as well as transnational terrorist groups.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Programme Officers.)

  • Participates in the development, implementation and evaluation of assigned programmes/projects related to API/PNR, biometrics, etc..; monitors and analyzes programme/project development and implementation by project partners; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Supports the provision and delivery of technical assistance to Member States in API/PNR, including through facilitation with project partners;
  • Performs consulting assignments on API/PNR, in collaboration with the client, and project partners by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information pertaining to API/PNR gathered from diverse sources, including through frequent engagement with project partners.
  • Assists in policy development aimed at supporting the provision of technical assistance to Member States on API/PNR, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Liaises with and maintains contact with project partners to support the timely delivery and provision of technical assistance to requesting Member States;
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, talking points, speeches, letters, highlight and progress reports etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political affairs, international relations, law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of two (2) years of experience working on the use of passenger data in law enforcement surroundings is required. Experience working with international multi-agency projects or programmes is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Fluency of French is desirable. Knowledge of another official United Nations language is an advantage.
