ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues. The Macroeconomics, Finance, and Governance Division (MFGD) is headed by a Director and reports to the Deputy Executive Secretary (Programme). The Division is responsible for supporting African member States in their efforts to accelerate economic transformation and inclusive growth through effective development planning, improved macroeconomic management and economic governance as well as better mobilization and allocation of domestic and international public finance. It is divided into four main sections: Finance and Domestic Resource Mobilization; Macroeconomic Analysis; Development Planning; and Economic Governance and Public Finance. This position is located in the office of the Macroeconomics, Finance, and Governance Division (MFGD) of the United Nations Economic Commission for Africa (UNECA) office in Addis Ababa. The Programme Officer reports to the Director of MFGD. The focus of this job is the implementation, monitoring, and evaluation of programmes, operations, and other activities in an assigned functional area.
Responsibilities
Within delegated authority, the Programme (Management) Officer will be responsible for the following duties:
- Participates in the development, implementation, and evaluation of assigned key programmes/projects, etc.; monitors and analyzes programme/project development and implementation; prepares and/or reviews relevant documents and reports on progress; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Researches, analyzes, and presents information gathered from diverse sources.
- Assists in policy development, including the review and analysis of macroeconomic issues and trends, preparation of evaluations, or other research activities and studies.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. draft blogs and e-communication materials on the work of the division for broader consumption on social media.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; Conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.
- Supports the Director in building and maintaining internal communication with other divisions, sections, and UN agencies for joint programming. Support the director in ensuring clear, coherent, and consistent communication about the role, strategic focus, and activities of MGD. Prepares the first draft of communication materials.

Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required.
- A first-level university degree in combination with two years of qualifying work experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of five years of progressively responsible experience in project or programme management, administration, or related areas is required.
- 2 years or more of experience in macroeconomic analysis or related areas is desirable.
- A good understanding of the UN system or other similar international organization is desirable. Experience working in developing countries is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
