The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. As part of the Industry and Economy Division, the International Resource Panel (IRP) was launched by UNEP in 2007 to build and share the knowledge needed to improve the use of natural resources worldwide. The Panel aims to provide decision makers and other interested parties with independent and authoritative scientific assessments of policy relevance on the sustainable use of natural resources and in particular the environmental impacts over the full life cycle. The IRP has intensified its efforts to effectively and broadly disseminate its findings. As a result of its continuous efforts, the IRP has now emerged as a major player in the arena of resource efficiency and environmental sustainability and has experienced a continuous raising demand for its products. The Programme Officer will support in delivering the IRP’s Work Programme. This will involve working across UNEP and in collaboration with international and local partners. The IRP has intensified its efforts to effectively and broadly disseminate its findings. As a result of its continuous efforts, the IRP has now emerged as a major player in the arena of resource efficiency and environmental sustainability and has experienced a continuous raising demand for its products. This post is located at the Paris duty station. Under the supervision of the Head, Secretariat – International Resource Panel, the incumbent will be responsible for the following duties:
Responsibilities
- Provides technical and operational support for the delivery of the Work Programme of the International Resource Panel;
- Provide support to daily operation and management of the Secretariat of the International Resource Panel and be responsible for planning, executing, and overseeing relevant initiatives and activities. This includes preparing concept notes, proposals and documents and organizing meetings in relation to the development, implementation and monitoring of initiatives and activities. It also includes collaborating with stakeholders to maintain an effective partnership in the field of sustainable resource management;
- Prepare, review and disseminate substantive analysis, policy papers and scientific/educational material based on the results and findings of the International Resource Panel assessment work;
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
- Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
- Ensuring a wide dissemination of information and communication concerning the international Resource Panel, by undertaking outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities;
- Participates in missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports;
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;
- Performs other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in public policy, economics, development studies, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required;
- Experience in the area of sustainable management of natural resources is required;
- Experience with scientific assessments, environment and sustainable development policies is required;
- Experience working with government institutions or intergovernmental organisations is required;
- Experience of UN or similar organizations processes and operations is desirable;
- Experience in managing multi-stakeholder partnerships is desirable;
- Two (2) years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. “NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas”.
