The work profile of Department of Healthier Populations and Noncommunicable Diseases (HPN) include the following:

Promote national response and build national and regional capacity to manage NCDs, mental health, nutrition and environmental health, injuries, disabilities, rehabilitation, food safety; including through multisectoral and health in all policies approach.

Protect, prevent and reduce exposure to major NCD risk factors, mental health, nutrition and environmental health risks, while promoting e-health, and well-being of the population and addressing social determinants of health.

Intensify evidence-based policy development and programmatic design and practice using strategic information systems and research to address NCDs, mental health, nutrition, disabilities, injuries, rehabilitation and environmental health.

Duties:

Under the direct supervision of the Director and over all guidance of Director, Programme Management, the incumbent will perform the following functions:

Administration:

  • Provide support to the head of the department in the administrative operations of the office in key operational areas including HR, procurement, budget and finance, logistics, office administration; and ensure consistent delivery services to coordinators and technical teams within the department
  • Monitors quality assurance and compliance of transactions and provide advice to the head of the department by identifying internal operational and administrative risks; and proposing risk mitigation: management and corrective/compliance measures including creating awareness amongst the staff on the various compliance & programme requirements.
  • Enhance capacity of administrative staff within the department through training initiatives.
  • Promote close collaborative working arrangements with other departments and Units/Programmes, at Regional and country office level including HQ.
  • Ensuring adherence to WHO rules and regulations including SOPs and checklists for various operations of the department;
  • Serve as department’s focal point in emergency relief and disaster management operations.
  • Program planning and Program management
  • Provide support to the head of the department in the preparation of office operational budget including conducting of budget center programme budget and work planning exercises.
  • Provide analytical inputs for financial and technical monitoring of implementation of programmes and prepare periodic reports for discussions in department’s meeting, recommending ways to accelerate implementation; assist in monitoring effective use of the human and financial resources of the department
  • Provide support in full implementation of governing bodies resolutions and decisions, analyse and prepare follow-up plan of action, liaise with relevant departments/units and prepare periodic progress reports on implementation, highlighting operational bottlenecks and proposing solutions.
  • Facilitate biennium assessment of the operational workplans including preparation of budget centre reporting including conducting timely orientation and supporting technical teams for such assessments.
  • Participate actively in the work of the SEAR Programme Planning Management Network.
  • Resource and Grant agreement management
  • Support allocation of financial resources/ award mapping of the operational and HR plans, providing periodic financial reports, data, and statistics in accordance with WHO’s rules and regulations and donor requirements.
  • Review contracts and donor proposals and agreements and liaise with responsible technical officers and resource mobilization team within the regional office for finalizing donor agreements, timely initiation of the agreement, its smooth implementation, timely donor reporting and smooth closing donor agreements
  • Perform any other duties as assigned within field of competence.

Education:

Essential:

  • First level university degree in management, public or business administration, social sciences or related field from a recognized university.

Experience:

Essential:

  • Minimum of four years of professional work experience in general administration/ program management.

Skills:

  • Thorough knowledge of WHO goals, policies, rules and regulations, structure and functions.
  • Knowledge of programme planning, monitoring, and evaluation process.
  • Excellent written and oral communication skills.
  • Very good interpersonal skills. Demonstrated ability and skills to manage high profile and sensitive/classified information.
  • Skills in quality assurance and compliance- monitoring.

 Language Skills:

Essential:

  • Expert knowledge of English. Expert knowledge of Local language.
