The Programming and Operations Officer Consultant (“the Consultant”), reporting to the Investment Operations Manager, will support the coordination and management of functions relating to the planning and governing of GCF investment processes. As part of a highly collaborative team, the Consultant will deliver analysis of the GCF pipeline and programming, serve as a focal point for key institutional investment committees and investment framework-related policy matters, and support the day-to-day operations of GCF’s project-specific assessment approach (PSAA) to accreditation.1 The Consultant will collaborate with colleagues in OCIO and other divisions and will provide additional support to OCIO as requested.
Duties and responsibilities :
The Consultant’s duties and responsibilities will include, but not be limited to:
- Planning and monitoring of the GCF project pipeline, including modeling and analysis of the pipeline against key organizational targets.
- Develop reviews and updates to the Fund’s Investment Framework, requests for proposals and other Board-facing programming initiatives.
- Collaborate with colleagues from across the Secretariat to resolve identified risks, challenges, and opportunities related to investment programming and implementation.
- Coordinate tasks related to specialized investment windows, such as RFPs and the PSAA, with various Secretariat divisions.
- Support codifying and updating key programming and operational documents, including standard operating procedures guidelines.
- Contribute to OCIO feedback on matters before internal committees related to the project cycle and support the functioning of such committees as required.
- Prepare documents for Board and Secretariat-wide meetings and presentations (including revising in response to comments).
Qualifications :
Candidates will be evaluated against the following criteria:
- Master’s or higher-level degree in Business Administration, Public Administration or other relevant field with 3 years or more relevant experience, including in project management or strategic planning, with preference for experience in development finance institutions, international organizations or multilateral development bank , or Bachelor’s degree plus 5 years of experience in lieu of advanced degree.
- Knowledge of the GCF project cycle and accreditation standards is an advantage.
- Excellent organizational, communication, documentation and multitasking skills.
- Experience developing and executing work plans within prescribed time, cost and quality standards.
- Proven ability to collaborate within diverse teams, agendas and perspectives, integrate inputs into a coherent plan of action, follow through on implementation of initiatives and problem-solve issues.
- Reliable with confidential information and materials.
- Fluency in English is essential; knowledge of another United Nations language is an advantage.
