Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:This position oversees the coordination, planning, initiation, and completion of moderate to large IT projects with significant impact on the assigned agency’s mission.Human Resource Contact: Jennifer Erickson / 307-275-5114 /ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.Provide Senior Level Project Management & System ImplementationLeads the design, testing, planning, and implementation of moderate to complex, critical, and political IT and non-IT projects within the State of Wyoming through the use of Project Management best practices and tools.Responsible for maintaining complete control of project schedule, budget, and risk issues.Creates, executes, and revises project work plans as appropriate to meet changing needs and requirements. Some of these plans include:Resource Management – determines what resources are needed to carry out projects and works with project sponsors and leadership to secure appropriate staff and skills.Scope and Change Management – manages day-to-day operational aspects of a project and scope including any project requirement changes.Risk Management – implement procedures to minimize exposure and risk on projects.Communication Plan – responsible for all communications associated with a project, including collaborating with SME program managers and employees to define, design, develop, and implement new systems, programs, processes, and or services for the agency.System and Data Analysis and ReportingAnalyze research data, assist in designing projects; establish methodologies for consistent data collection; prioritize projects; recommend project enhancement; research issues using statutes, rules, and regulations; may assist in preparing procedures manual.Analyze technology, evaluate technologies, improve workflow, and assist with implementing multiple information system projects having an agency-wide impact. May work with programmers to develop databases to support projects.Collaborate with SME program managers and employees to define, design, develop, and implement new systems, programs, processes, and services for the agency.Project Procurement and Contracts ManagementDevelops statements of work for incorporation into contracts; reviews all project-related contracts; ensures contracts meet project specifications; ensures appropriate and correct contracting procedures are followed during the development and approval of contracts; ensures the correct contracting mechanism is utilized.QualificationsPREFERENCES:Preference may be given to those with experience in supervising or delegating work to staff or team members to ensure alignment of skills and duties to meet a common goal or product deliverable
Preference may be given to those with experience in Information Technology (IT)
Preference may be given to those with process or project management experience.
Preference may be given to those with customer relationship management experience.
Preference may be given to those with a degree in business management, a related field, and/or a Professional Certificate in Project Management.KNOWLEDGE:
- Knowledge of project management principles, practices, and operations, with skills in organization management and the ability to manage groups of individuals who do not report directly to you.
- Ability to provide direction, facilitate resolution of conflicts and difficult technical decisions, and communicate and coordinate respectfully and professionally regarding a variety of IT matters as they pertain to all levels of management, external and internal customers, and key stakeholders.
- Skills in exceptional relationship management, and interpersonal relationships across a broad network of technical and non-technical individuals.
- Ability to communicate effectively, both orally and in writing, to include effective presentations to a variety of audiences.
- Ability to communicate complex concepts and prepare written reports that are clear and concise.
MINIMUM QUALIFICATIONS:Education:
Bachelor’s Degree (typically in Computer Technology)Experience:
1-2 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management IIOREducation & Experience Substitution:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management IICertificates, Licenses, Registrations:
