Background

The Tuol Sleng Genocide Museum (TSGM) and other relevant sites of memory of the Khmer Rouge genocide are strategic priorities for UNESCO in Cambodia. The TSGM’s archives constitute the most complete surviving documentary record of the Democratic Kampuchea prison system and of the mass atrocities committed under the so-called “Khmer Rouge regime.” Given its historical significance, in 2009, the archives of Tuol Sleng Genocide Museum were recognized as World Documentary Heritage of international significance and were inscribed, first on the UNESCO Memory of the World Register. Through the TSGM archives preservation and digitization Phase I project, a strategic and first of its kind project supported by KOICA, in collaboration with Cambodian Ministry of Culture and Fine Arts (MoCFA), UNESCO has promoted universal access to documentary heritage through sustainable preservation of over 745,494 pages and digitization of nearly half a million archives, which is now accessible through a bilingual website by Cambodians, youth and international researchers. 

Drawing on its achievements, UNESCO, in partnership with the MoCFA and KOICA, have initiated the Phase II project titled “Peace Education, Archives Preservation and Digitization, and Site Conservation for Youth Empowerment (PEACE).” This Phase II project, from 2024 to 2028, aims to further develop Tuol Sleng Genocide Museum (TSGM) and related sites as a centre of excellence for peace education and global citizenship education, and demonstrate it as a model memorial heritage site for learning and youth empowerment to promote peace. This will be achieved through the following four outcomes: 1) Dissemination of Values of Cambodian Memorial Sites through record conservation and advancement of achieve digitization; 2) Enhancement of Conservation Condition and Visitor Environment for Conservation and Dissemination of Values of Cambodian Memorial Sites; 3) Dissemination of Understanding on Cambodian Memorial Sites through Improvement of Exhibitions; 4) Improvement of Understanding on Peace through Peace Education.

Scope of the assignment 

Under the overall authority of the UNESCO Representative to Cambodia and the direct supervision of the Project Coordinator of the PEACE Project, and in close collaboration with the Culture Unit as well as the Ministry of Culture and Fine Arts, Tuol Sleng Genocide Museum and relevant institutions, the Incumbent will provide managerial and technical support for the PEACE Project through the following areas of work:

  • Provide technical assistance to the MoCFA, TSGM and relevant project partners to enhance the institutional capacity to promote archives preservation and digitization, cultural heritage preservation, and peace education.  
  • Work closely with the Project Coordinator, and in close coordination with the Chief of Culture Unit, to contribute to the strategic planning, management and implementation of the project activities. Advise the Project Coordinator of any potential challenges with proposed feasible solutions to achieve the implementation targets and milestones as planned;
  • Manage the day-to-day coordination and liaison with project counterparts, including Tuol Sleng Genocide Museum, Choeung Ek Genocidal Centre, and relevant MoCFA departments, to facilitate effective communication and coordination for smooth implementation of project activities. Support in maintaining partnerships through regular coordination and communication with relevant partners in the project areas.
  • Provide technical support and contribute to the quality technical review of services and products, including those in Khmer, delivered by project counterparts, consultants and experts, and service providers to ensure its alignment with project objectives and targets.
  • Contribute to the identification of international and national consultants, experts and service providers and the development of ToRs for relevant procurement, in line with project objectives and targets.
  • Contribute to the development of internal and external communications and visibility materials, including project presentations, official letters, meeting minutes, articles/press releases, social media posts, brochure, to maximise the visibility of project results.
  • Provide technical support for the translation and review of all official documents and communication materials in relation to the project from English to Khmer and vice versa.
  • Support the internal administrative tasks and procurement processes for the smooth implementation of the project activities, in line with UNESCO’s rules and regulations.
  • Carry out other work and responsibilities as assigned by the UNESCO Country Representative and the Project Coordinator. 

REQUIRED QUALIFICATIONS

Education:     

  • Bachelor’s Degree () in the field of cultural heritage, archaeology, education, and/or other relevant fields in social sciences or humanities..

Language:     

  • Professional proficiency in both written and spoken Khmer and English 

Work Experience:

  • At least 5 years of professional experience in providing technical assistance and project design, implementation, management and monitoring in the human rights, cultural heritage, archives preservation and digitization and peace education sector in Cambodia;
