Main Objective
The Project Officer will be in charge of the implementation of project activities as part of Geneva Call’s program to enhance the protection of the civilian population in Afghanistan..
Main Responsibilities
Project Implementation
- Under the supervision of Programme/Project Coordinator, responsible for quality project implementation, monitoring and reporting in accordance with Geneva Call and donor work plans, budget and procedures
- Maintain close working relationships with other mission functions and departments, in particular, Admin/Finance/HR, Communications, Engagement, MEAL, Security and others to ensure timely and effective activity implementation
- Support the preparation of activity methodologies, presentations and other project documents
- Liaise and coordinate with relevant field stakeholders, including local authorities and beneficiary target groups to ensure local buy-in and appropriate targeting of project activities
- Manage safe-keeping of information and knowledge, including filing of programme documents and materials;
- Ensure proper tracking of project data for monitoring and evaluation purposes and coordinate closely with the MEAL team to enhance project reporting
- Capture and share lessons learned with MEAL and Programme colleagues, actively contributing to continuous programme improvement
- Collect and share information relating to the operational challenges, as well as context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s) and relay this to Programme/Project Coordinator and Head of Programme.
Communications & External relations
- In coordination with the Programme/Project Coordinator, Engagement Manager and Head of Programme, engage key local and international stakeholders;
- Source communications material, including photos, videos, success stories from the field, to support the mission’s communications efforts to showcase project outcomes and achievements;
- Support the mission in the production of communications materials in coordination with Programme/Project Coordinator, Communications Coordinator and Engagement Manager in country
- Draft speaking points and messages for Geneva Call including country team members;
- Ensure the implementation of communications strategy in line with Geneva Call’s and donors’ requirements, including ensuring appropriate visibility during activities, campaigns, events and other initiatives.
Security
- Monitor the security situation vis-à-vis the project, project partners and Geneva Call, flagging issues, changes and trends observed in the field
- Support the Programme/Project Coordinator in preparing and updating risk assessments and suggesting mitigating measures to the management of Geneva Call in Afghanistan
- Utilize Geneva Call security incident reporting mechanisms to report incidents and follow up on incidents as necessary.
Compliance
- Remains at all times involved with vetting procedures and concerns while working with partners, suppliers, interlocutors.
- Ensure adherence to the Geneva Call Code of Conduct, PSEA, anti-corruption and other ethics and compliance policies
Other Duties
- Attend and represent Geneva Call as required at conferences, seminars and other fora of interest to the organization
Perform any other tasks as assigned by the line manager.
Main qualifications
Education
Completed Degree of Higher Education in relevant fields such as Political or Social Science, International Humanitarian Law or Human Rights.
Work experience & Technical Skills
- At least 5 years in a similar position. Experience with international organizations is preferred. Experience dealing with bilateral and multilateral donor funding.
- Experience in advocacy, developing professional relationships with various stakeholder including armed actors and civil society and working in a neutral and objective manner
- Familiar with humanitarian norms, principles and expert in engagement
- Good stakeholder management
- Understanding of Islamic law is an asset
- Understanding and respect for organizational principles, vision, mission and confidentiality
- Strong logic and organizational skills, flexibility and adaptability to change
- Ability to take responsibility, proactive and efficient functioning, strong communication skills
- Ability to work in a team and multicultural environment; Accuracy and reliability, ability to meet deadlines under pressure
- I.T tools (MS Office, Excel, email);
- Experience in reporting, monitoring and research
- Demonstrable knowledge of issues of humanitarian affairs and humanitarian framework and capacity for in-depth analysis
Languages
- Pashto, Dari and English.
