Context:

As Rwanda contends with significant changes including climate change, demographic shifts, urbanisation, and digitalisation addressing human mobility and the movement of people (international migrants, internal migrants, and Internally Displaced Persons (IDPs)) is essential. The International Organization for Migration (IOM) adopts a comprehensive, development-oriented approach to realise the potential benefits of migration. By delivering holistic and systemic support, IOM integrates this methodology into its operations at global, regional, and national levels, as outlined by its global Strategic Plan. Effective management of human mobility and the establishment of regular migration pathways can significantly contribute to sustainable development, prosperity, and progress, a reality acknowledged in the 2030 Agenda for Sustainable Development (2030 Agenda). This vision is also reflected in the Sustainable Development Goals (SDGs), the Global Compact for Safe, Orderly and Regular Migration (GCM), the United Nations Secretary General’s Action Agenda on Internal Displacement, and various other thematic frameworks and instruments.

Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Head of Programmes in Rwanda, the Project Officer (Sustainable Development Goal (SDG)) will be responsible and accountable for supporting and coordinating the mainstreaming of the SDG and GCM within IOM programming, supporting the development of new proposals, assisting in the implementation, monitoring and reporting activities funded under the SDG funds, while facilitating mainstreaming of the SDG transitions.

Core Functions / Responsibilities:

  1. Serve as a mission focal point for the alignment of strategies and policy documents to relevant SDGs and GCM objectives.
  2. Assist in the development of policy, analysis, and research materials focusing on the critical connections between migration and sustainable development. This includes regional integration and human mobility which aims to promote policy advancement and assist Rwanda Country Office (CO) in developing large-scale programmes that support the implementation of government frameworks, policies, and initiatives.
  3. Assist programme units in integrating SDGs and GCM targets into relevant sectoral interventions.
  4. Support the capacity development of mission programme staff on integration of SDG objectives, principles and SDG transitions into country programming anchored in government frameworks, policies and programmes, and, to access UN pooled funds.
  5. Assist in the implementation of SDG funds related interventions, including assisting the project manager in monitoring the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
  6. Provide operational guidance and technical supervision to consultants, assisting on programmatic strategy and implementation. Monitor the project progress specifically aimed at increasing effectiveness and recommending appropriate action.
  7. Support the monitoring and reporting against Project’s strategic objectives, benchmarks, and provide recommendations with respect to improvements and corrections; coordinate the establishment of a common Monitoring and Evaluation (M&E) Framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer in the Country Office.
  8. Document priority areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments for new project proposals.
  9. Supervise the implementing partners implementing Partners (IPs) recruited to support and/or undertake specific activities.
  10. Support coordination, monitoring and compliance with project partners, project staff and implementing entities. Liaise with Government entities, IPs, United Nations (UN) agencies and other stakeholders in the project.
  11. Closely coordinate with other units in the Country Office for the smooth implementation of project activities.
  12. Coordinate the adequate information management on project related activities including visibility by providing and/or drafting regular updates, summaries, press releases and other relevant materials, in close coordination with the Communication officer within the program support unit.
  13. Participate in relevant UN working groups and activities to contribute to the mainstreaming of migration related issues into United Nations Sustainable Development Cooperation Framework (UNSDCF), Common Country Analysis (CCA) and assisting COs in their support to governments in the development of Voluntary National Review (VNRs).
  14. Undertake duty travel as required to support coordination and monitoring activities for project implementation.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme development, implementation, monitoring, reporting and/or evaluation;
  • Experience in supporting project development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
  • Experience in organizing consultations, workshops and seminars with stakeholders.

Skills

  • Proven understanding of SDG, HDPN and GCM objectives;
  • Proven understanding of internal and international migration issues in the country and in the region;
  • Proven ability to establish and maintain strong working relations with relevant government counterparts, international organizations and private sector entities;
  • Knowledge of UN and bilateral donor programming;
  • Good coordination, and information management skills;
  • Good knowledge of the UN system;
  • Good conceptualization, analytical and writing skills;
  • Good communication, organizational and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
