Role Summary
The role manages logistic, financial and human resource support to enable projects to be delivered on time and budget. This includes line management of support staff, oversight of procurement and stock management, ensuring timely recruitment and onboarding of staff, and ensuring that financial processing is carried out in a timely and accurate manner. The role also includes planning for new projects in close collaboration with the programmes team.
Project Overview
Medair provides multi-sector humanitarian support (health, nutrition, WASH and food assistance) in Daykundi, Kandahar and Uruzgan Provinces. Projects include primary health care level health and nutrition services in remote, hard to reach or underserved areas or occasional short-term health system strengthening of existing facilities. Medair maintains capacity to respond to emergencies such as disease outbreak or displacement.
Workplace & Conditions
Uruzgan Province, Afghanistan. Based in provincial capital with periodic visits to remote field sites.
Responsibilities:
• Logistics Management: Facilitate timely procurement of supplies for project delivery, liaise with suppliers, ensure appropriate storage and accountability for stock, and facilitate timely delivery.
• Financial Management: Develop and manage base budget. Support project staff to understand and manage their budgets. Oversee all financial activities in the location. Ensure appropriate compliance and controls.
• Human Resource Management: Ensure that all staff in the province are recruited and onboarded in a timely manner, following the correct process, and support line managers in managing their teams.
• Staff Management: Line-manage the logistic, finance and human resource staff in the location, providing coaching and technical supervision. Train staff on policies, procedures and compliance.
• Communicate and coordinate with key stakeholders, particularly project staff, suppliers, local authorities and other humanitarian actors. Ensure Medair is well represented at any logistic coordination forums.
Qualifications, Experience & Technical Competencies:
• Higher level qualification or University degree in relevant subject such as logistics, accounting, administration
• Language skills: Excellent English (spoken and written)
• 2 years post-qualification professional experience in a relevant field (e.g. supply chain, finance, HR, admin)
• Supervisory management experience, preferably in the NGO sector.
• Desirable: Overseas work experience, experience of supply chain management
Behavioural Skills:
• Strong servant leadership skills with a consultative management style
• Creative, open-minded, flexible, self-learner, with good understanding of cross-cultural issues
• Capacity to work under pressure and manage personal stress levels
• Able to oversee multiple tasks, prioritising and delegating as required
• Good communication skills and diplomacy.
