How can you make a difference?

Under the overall supervision of the PSEA Coordinator, the PSEA specialist is responsible for supporting the collective PSEA activities of UNICEF (50%) and for the Interagency PSEA Community based complaint mechanism in Gaza (50%). The PSEA specialist will report directly to the PSEA Coordinator in Jerusalem and liaise with the Deputy Humanitarian Coordinator in Gaza. Working closely with UNICEF sections and the PSEA Network, the PSEA specialist will divide efforts equally between supporting the CBCM in Gaza and fulfilling UNICEF’S accountabilities in PSEA, as follows:

Interagency duties

  • Support the PSEA Interagency in-country program in the Gaza strip.
  • Strengthen PSEA within organizations and communities.
  • Establish/Strengthen an Inter-agency Complaints Mechanism.
  • Victims’/Survivor-Centered Assistance.

UNICEF Specialist duties

  • Support the UNICEF’s action plan in the Gaza strip
  • Strengthen PSEA within organizations and communities.
  • Establish/Strengthen an Inter-agency Complaints Mechanism.
  • Victims’/Survivor-Centered Assistance.

To qualify as an advocate for every child you will have…

Education

  • An advanced university degree (Master’s or higher) in one of the following fields: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Experience

  • P4 Level or equivalent of minimum of 7 years of professional work experience.
  • Field experience in humanitarian or development settings, ideally in PSEA
  • Understanding of the international development and humanitarian architecture
  • Familiarity with the UN system and global coordination structures (e.g. IASC)
  • Proven ability to develop and/or implement an Action Plan/Strategy
  • Experience in developing and facilitating training and capacity-building activities is an advantage
  • Familiarity with data protection and confidentiality measures is an advantage

Skills

  • Coordination (experience in an inter-agency coordination role is an advantage)
  • Professionalism (proven integrity, objectivity, and professional competence)
  • Communication, facilitation, and inter-personal skills
  • Ability to work with different stakeholders and build consensus
  • Advocacy across a wide variety of actors
  • Leadership (ability to lead a technical network)
  • Leveraging (ability to engage at senior leadership level and secure buy-in)
  • Problem-solving (ability to know what needs to be done and identify the resources to do it)

Language Requirements

  • English and Arabic would be a strong asset,
  • Other official UN language would be an asset.

  • Ability to work in a stressful environment

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/assessment within the scope of child safeguarding as appropriate.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

Special Remarks: In the current evolving emergency context, this position will be based in Gaza where medical facilities have been negatively affected and individual chronic and/or serious medical conditions cannot be adequately addressed.

Background checks will include the verification of academic credential(s) and employment history. Selected candidates may be required to provide additional information to conduct a background check.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
