Accountabilities/responsibilities:
Reporting to the RBB Regional Programme Policy & Social Protection Officer, the consultant will provide strategic advice, operational guidance and field support to WFP country offices on their social protection’s KML and capacity development work. Specifically, the consultant will:
- Strengthen the dissemination and socialization of the RBB Regional SPIP, including organizing virtual and in-person events and briefing sessions to promote its use with COs and build awareness amongst external partners.
- Manage the KML component and key regional outputs of the SPIP in coordination with social protection and cross-functional teams at regional and country office levels. This includes tracking and reporting progress, and identifying and addressing bottlenecks in its implementation
- Lead the RBB KML activities and support COs’ KML and capacity strengthening activities as part of regional and CO’s workplans. This includes updating and finalizing a concise regional KML strategy for 2025/2026, including identifying key thematic areas for research, learning, publications, establishing tools and mechanisms for effective KML and outlining a comprehensive dissemination plan through different platforms including internal and external websites, social media and other platforms.
- Support evidence generation and learning around the growing CDRFI agenda, with focus on its linkages to adaptive and shock-responsive social protection, in coordination with the regional CDRFI PPO.
- Support the development of regional nutrition-sensitive and shock-responsive social protection frameworks and associated training packages. This includes identifying stakeholders to support their development, sourcing KML material, analysis, reviewing
- outputs, and ensuring alignment with other relevant regional and HQ resources.
- Support the RBB social protection advisor and regional social protection officers’ partnerships and resource mobilisation efforts by building and/or maintaining rapport with a range of different stakeholders, contributing to funding proposals, donor briefs and other content, as well as participation in online fora and events.
- 7. Lead at least one piece of dedicated regional research or other KLM product related to social protection in 2025 and design a virtual event/workshop/webinar that will share the research outputs.
- 8. Lead the compilation, drafting, designing and dissemination of the RBB’s social protection and CBT quarterly updates and the management of the RBB social protection and CBT’s internal Community of Practice.
- 9. Support the identification and development of WFP knowledge products such as technical briefings/country factsheets, talking points, regional summaries, and research papers that help advance WFP’s agenda in social protection.
- 10. Act as the focal point and contribute to regional newsletters, articles, social media posts and other initiatives led by the RBB communication and reporting teams.
- 11. Contribute to joint UN regional papers looking at the impact of social protection interventions in Asia and the Pacific and implications for policy makers
- 12. Support operational social protection matters and undertake support missions to country offices as required
- 13. Other tasks as required and assigned by the supervisor or senior management
Qualifications & Desired Experience:
Education:
- Advanced University degree in Social Sciences, International Affairs, Economics, Development Studies, Public and Social Policy, Communications, Political Science or other field relevant to international development assistance, or First University Degree with two additional years of relevant work experience from the minimum experience requirement stated below
Experience:
- At least 5 years (of which at least three international) of postgraduate progressively responsible professional experience with national social protection systems, including in policy design, analysis and guidance.
- Relevant research experience in social protection and safety nets implementation in low- and middle-income countries.
- Proven ability and experience in the development of interagency networks, partnerships, strategies and communications initiatives and in organizing virtual and in-person events
- Recent experience in Asia-Pacific is preferred.
- Willingness to be based in Bangkok, with frequent travel throughout the region
Knowledge & Skills:
- Excellent written and verbal communication skills and proven ability in creative-, systems- and/or design-thinking is an asset; Proficient in drafting, designing, and disseminating technical briefings, country factsheets, regional summaries, and research papers.
- Strong coordination and leadership skills to manage KML components and regional outputs.
- Highly organized to manage multiple tasks, including event organization, roadmap implementation, and strategy development.
- Excellent strategic thinking with the ability to conceptualise value propositions in line with interests and needs of stakeholders
- Excellent cognitive capacity, analytical and problem-solving skills
- Outstanding teamwork, leadership and interpersonal skills with ability to work patiently and tactfully with people of different national and cultural backgrounds
- Understanding of the latest policy debates, theory, design and implementation issues of social protection and safety nets
- Knowledge of major humanitarian and development challenges and issues, specifically strategies for poverty and hunger reduction
- Innovative approach to knowledge management and learning, and to the development of tools and mechanisms for effective KML
- Proficient in MS Office (Word, Excel, PowerPoint and Outlook)
- Proficient in MS Publisher, In Design and/or Photoshop is highly desirable
Language:
- Fluency (level C) in English language. Any other UN languages, a plus.
