1. Project Background

The Asian Infrastructure Investment Bank (AIIB) approved its first Corporate Strategy (CS) in September 2020, setting forth a vision to support Infrastructure for Tomorrow. Five years into the implementation of the CS, and as stated therein, a midterm review will be conducted by 2025.
This forthcoming assessment is designed to evaluate the progress and effectiveness of CS implementation, pinpointing areas of success and those requiring improvement within the framework of its established principles and strategic pillars. Additionally, the review will adapt the CS to the significant global changes that have occurred since 2020, ensuring that the strategy remains responsive to the evolving needs of AIIB’s Members. The process may lead to updates to the CS’s strategic objectives and the Corporate Scorecard to ensure their relevance and impact through 2030, while preserving the main framework of the CS. This careful reassessment will guide the continuation of AIIB’s commitment to fostering sustainable and innovative infrastructure development.

2. Objectives of the Assignment

As part of the CS Midterm Review exercise, a thorough external assessment will be undertaken to understand the external environment that may impact AIIB’s strategic direction. Such external factors include infrastructure sector supply and demand dynamics, the portfolio and pipeline of peer MDBs, borrowing member and client fiscal space, and changes in interest rates or inflation. The main objective of this external assessment is to provide a better understanding of the changes to client needs/ demand and AIIB’s ability to respond to them. This external assessment would help identify the size, dynamics, and profile of bankable projects within the USD ~30 trillion infrastructure gap in Asia. Also, the insights gained from solid/quantifiable data from the assessment will guide discussions on Bank-wide perspective on the outlook of external changes and AIIB’s position/competitive advantage in the evolving global infrastructure landscape.

3. Scope of Services

The Consultant will engage in the following activities as part of their scope of service:
1. Collect and synthesize external data on (i) infrastructure sector projects and financing by utilizing external database, (ii) peer MDBs’ project and pipeline database, (iii) Members’ infrastructure development strategy/plan, etc.
2. Analyze relevant materials and provide timely, high-quality and fit-for-purpose information, statistics and reports on external assessment, comparative analysis on similar organizations or other areas to support the CS Midterm Review.
3. Integrate findings into the overall CS Midterm Review and provide any other support required throughout the process to ensure the CS remain relevant and aligned with findings from external assessment.
4. Develop systematic frameworks and templates for regular assessments and analyses. This may include automating data analysis and enhancing data visualization, etc.
5. Other related support to the preparation of the review of the CS, as appropriate.

4. Consultancy Output / Deliverables

1. Database (ex. in Excel) and dashboard (ex. in Power BI) for AIIB portfolio assessment and market demand analysis.
2. Key findings and insights against CS in written report format (ex. in Word or PowerPoint).

5. Implementation Arrangement

1. The Consultant is expected to work at the office in Beijing.

6. Support to the Consultant by the Bank

1. The Consultant will work with Corporate Strategy Team under the Strategy, Policy, and Budget (SPB) Department.
2. The Consultant will work in close collaboration with Sector Strategy Team and other relevant business units.

7. Knowledge Transfer and Training

Knowledge transfer and training will be provided by consultant to CS team.

Qualification Requirement

1. Bachelor’s degree or higher in business, economics, or other related fields.
2. At least two years of work experience in consulting, market research, or economics related academia, etc., ideally with the functional expertise in market intelligence, industry analysis, strategic business analysis, sector analysis.
3. Strong analytical/data organization and interpretation. Experience and track record in data analysis and reporting. Ability to think strategically and provide problem-solving advice on business issues based on data analysis and insights.
4. Excellent research, data analytics, and data visualization skills.
5. Excellent written and spoken English communication skills.
6. Previous experience in or exposure to MDBs or infrastructure sector will be preferred.
