Position Description

Following the presentation of a statement on risk sharing at the annual Grand Bargain (GB) meeting in 2021, the Netherlands, the ICRC & InterAction established a Risk Sharing Platform. This platform sought to improve understanding of the impact of current practices and to mobilize a diverse set of stakeholders to explore solutions that enable greater risk sharing through an evidence-based approach. In 2022, the Netherlands and ICRC commissioned a case study report that collected, analyzed and illustrated good practices of risk sharing, and in 2023 a Risk Sharing Framework was developed. The Framework was presented at the 2023 GB Annual Meeting and several partners announced they would pilot risk sharing approaches, marking the start of a pilot phase. During this phase, experience and lessons will be gathered and analyzed to be presented at the Grand Bargain 2026 Annual Meeting.

There is broad interest amongst the Signatories in furthering this work through piloting framework at different levels and in different contexts. Real-time peer learning will be important to support the community and to document lessons and opportunities. In the absence of a dedicated risk-sharing forum under the Grand Bargain, InterAction, ICRC, and the Government of the Netherlands established the Risk Sharing Community of Practice (RSCP) in October 2024 to continue the progress made under the Risk Sharing Platform. InterAction convenes the RSCP, acting as Secretariat, under the auspices of the Grand Bargain.

The RSCP focuses on bringing together those parties – donors, intermediaries, international NGOs and local actors – who are actively working to pilot a risk-sharing approach as well as any Signatories seeking to learn about best practices and models of implementation. The RSCP will meet on a quarterly basis throughout 2025, with specified topics of discussion for each meeting. The RSCP workplan focuses on the following goals:

  • Coordinate and facilitate peer-learning for parties to informally share and exchange on pilot progress, challenges, lessons learned, etc.
  • Provide monthly e-bulletins providing curated information to parties on the latest updates
  • Offer helpdesk function matching piloting actors with resources and advice
  • Signal and coordinate key opportunities to promote risk sharing internationally, including at Grand Bargain Annual Meetings
  • Systemically collect lessons learned and provide synthesis reports on an ad hoc basis, in collaboration with parties themselves.

InterAction is seeking a consultant, with proven background in technical writing, as well as knowledge of the humanitarian system, to document the lessons learned from the RSCP to be shared with a broader audience. This consultancy is expected to take a maximum of 20 days.

Responsibilities and Deliverables

  • Review existing materials developed by InterAction and external partners related to the Risk Sharing Framework and Community of Practice
  • Develop a template for case studies in coordination with InterAction and align it with the presentation template
  • Attend the RSCP bimonthly/quarterly meetings to gather information on the presentation topic
  • Draft a 2–3-page case study/issue brief based on the meeting presentation, limited outside research may be required to complete this deliverable
  • Finalize the content of each case study by integrating feedback from InterAction and RSCP members
  • Ensure each product is suitable for print and digital publication

Qualifications

  • At least 5 years of professional work experience writing, designing, and creating technical publications and written products, such as case studies, policy briefs, executive summaries, thematic sheets, etc.
  • Demonstrated ability to succinctly collate a variety of sources (written materials, oral presentations, interviews, etc.) into digestible, visually appealing, written products
  • A background in humanitarian assistance with a familiarity of the key actors in this space is a plus
  • Excellent written communication and interpersonal skills
  • Demonstrated ability to use Microsoft suite, Adobe suite, and other design tools used for professional publications
  • Ability to multi-task, prioritize, and manage time and competing demands effectively while working under pressure with tight deadlines
  • Able to balance the need to work independently while collaborating closely with the InterAction team and other relevant actors
  • Fluency in English
  • University degree in communications, education, graphic design, and/or other social sciences including humanitarian action, international development, human rights
