We are currently seeking qualified candidates for the position of Senior Animal Health Specialist in support of the new Global Health Security Program supported by the United States Agency for International Development (USAID) Regional Development Mission for Asia (RDMA) which will be implemented under the Meeting Targets and Maintaining Epidemic Control (EpiC) Project. The position will be based in Bangkok, Thailand.

EpiC Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. After the onset of the COVID-19 pandemic, EpiC was also modified to start implementing COVID-19 response activities.

In 2023, EpiC is expanding its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security (GHS) priorities, National Action Plans for Health Security (NAPHS), and USAID goals.

GHS Project Description:

The Global Health Security Program (GHSP) project is a USAID-funded project, to be awarded in 2024 to FHI 360’s implementing EpiC Project. Designed to help the country better respond to any possible future pandemic, this new program will assist Thailand to detect infectious disease threats early, respond rapidly and effectively to new outbreaks, and prevent those outbreaks that are avoidable.

Job description

The Senior Animal Health Specialist will play a critical role in the implementation of the EpiC Thailand FY25 work plan, which is part of the Meeting Targets and Maintaining Epidemic Control (EpiC) project. The specialist will be responsible for overseeing activities related to animal health, zoonotic disease surveillance, and One Health (OH) initiatives in coordination with local and international stakeholders. This position involves both strategic and operational functions, aimed at strengthening Thailand’s capacity to detect and respond to zoonotic diseases through the development of integrated surveillance programs.

Key Responsibilities

1. Zoonotic Disease Surveillance

  • Strengthen the integrated surveillance program for priority zoonotic diseases in collaboration with the Coordinating Unit for One Health (CUOH), Ministry of Public Health, and other relevant departments.
  • In collaboration with the EpiC Thailand GHS Manager, work with CUOH and partners to review and analyze the status of current surveillance systems for zoonotic diseases, identifying gaps and areas for improvement.
  • In collaboration with partners, improve an evidence-based Integrated Surveillance Program (ISP) that includes public health, animal health, and wildlife sectors.
  • Arrange for the oversight of the establishment and governance of the ISP Technical Working Group (ISP-TWG) to ensure multi-sectoral coordination.

2. Capacity Building and Technical Assistance

  • Provide technical assistance to project-supported sites and partners on animal health surveillance and disease control, including the design and delivery of training workshops.
  • Strengthen human resources capacity at national and subnational levels on integrated surveillance systems, especially for zoonotic diseases such as bat-borne diseases and Highly Pathogenic Avian Influenza (HPAI).
  • Develop frameworks and protocols for early detection, notification, and response to zoonotic diseases, focusing on risk analysis and modeling.

3. Coordination and Collaboration

  • Facilitate collaboration among key stakeholders including CUOH, Department of Disease Control (DDC), Department of Livestock Development (DLD), Department of National Parks (DNP), and local academic institutions.
  • Lead consultative meetings and workshops to ensure alignment between national and subnational partners on zoonotic disease priorities.
  • Support CUOH in piloting integrated surveillance systems in priority provinces (e.g., Nakhon Sawan and Chonburi) and ensure effective data sharing among relevant sectors.

4. Monitoring and Evaluation

  • Contribute to the development of monitoring tools and the assessment of the 7-1-7 framework performance goals to improve early detection and response times.
  • Collaborate with the project’s Monitoring & Evaluation (M&E) team to track progress and outcomes related to animal health components of the work plan.

Qualifications

  • Advanced degree in Veterinary Science, Animal Health, Epidemiology, or related field.
  • At least 5-7 years of experience in animal health, zoonotic disease surveillance, or One Health initiatives, preferably in Thailand or Southeast Asia.
  • Proven expertise in zoonotic disease management, surveillance system design, and capacity building.
  • Strong knowledge of Thailand’s animal health systems and policies.
  • Experience working with international development agencies, particularly USAID-funded programs.
  • Willingness and ability to travel a minimum of 30% within Thailand, as needed.
