Major Responsibilities:
As a member of a cross-functional team within Toronto Water, the Senior Engineer will provide a high level of engineering technical expertise to the Water Treatment and Supply Section of Toronto Water. Specifically focusing in the areas of drinking water treatment, water transmission, and/or water system planning along with coordination with other municipal infrastructure groups, the senior engineer will provide project management, technical expertise and engineering input on the planning, design, construction and operation of the Division’s programs, projects, infrastructure and equipment.
Carries out the delivery of the Capital Program and various facility projects, including complicated maintenance and repair works, with an emphasis on operational effectiveness, optimized maintenance, process performance, efficiency and regulatory compliance.
Plans and supervises the related undertakings and prepares required reports with a focus on control, automation, analysis, and continuous improvement initiatives in areas of quality, efficiency, and effectiveness of the plant services, including formulating recommendations.
Manages assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Supports the areas of performance management, optimized maintenance, energy management, municipal infrastructure coordination, and financial control.
Performs or oversees independent complex tasks in the area of civil, chemical, mechanical, instrumentation and electrical engineering related to the operation, maintenance and development of water treatment and supply facilities.
Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements.
Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Acts as the Facility Lead on Capital Program Delivery ensuring that the project expenditures are controlled and maintained within approved budget limitations. Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure.
Leads multi-disciplinary project teams and supervises/directs/evaluates the performance of all assigned other professional engineers, technical personnel and administrative staff.
Participates in the design and execution of upgrades, replacements, engineering drawings reviews, technical advice, and additions of facilities required to expand the system or the plant/system performance capabilities and/or improve their efficiency.
Analyzes data from the various systems and identifies opportunities for continuous improvement
Modifies established guides, devises new approaches, applies existing criteria in new manners and draws conclusions from comparative situations.
Represents the Division as a technical specialist at project and organizational meetings with planners, administrators, and contractors and other external service providers as required.
Advises on drawings and specifications prepared by staff, contractors, consultants and co-ordinates activities of their field of supervisory personnel.
Prepares Committee and Council reports, presentations, Request For Proposals, Request For Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and makes recommendations for award of contracts. Finalizes contract payments and implements quality control/quality assurance for construction.
Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
Conducts and supervises investigations of technical problems and participates in conducting studies, analyses, surveys and research for effective solution of complex engineering problems.
Analyzes continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations. Reviews and analyzes new technologies for utilization in existing or future service requirements.
Conducts investigations of technical problems and oversees/participates in studies, analysis, surveys, research and development for effective solution of complex engineering problems.
Maintains an up to date knowledge of technological development in the field of engineering paying special attention to the area of water treatment and transmission.
Acts on behalf of the manager when required.
Key Qualifications:
Must be a qualified engineer as defined by the Professional Engineers Ontario.
Extensive experience in and broad knowledge of municipal water treatment including treatment unit processes, treatment and disposal of process residuals, pumpage and storage, and coordination of infrastructure.
Considerable experience with recognizing, diagnosing, and investigating process problems and taking corrective action to ensure effective and efficient operation of the facilities as well as compliance with applicable regulations.
Considerable experience working witho principles and practices of modern management as applied to the design, construction, operation, and maintenance of municipal water treatment and supply facilities including pumping, reservoirs, treatment residuals management, and seasonal taste & odour control, utilizing information and process control system technology in the related work.
Considerable experience planning and building reliability and efficiency in water treatment and supply facilities, to ensure uninterrupted and economical service.
Considerable experience working with Safe Drinking Water Act and the related Regulations, Ontario Water Resources Act, as well as other government legislation pertaining to municipal water treatment and transmission including the Occupational Health & Safety Act and Regulations for Industrial Establishments.
You Must Also Have:
Possession of a Class 4 Water Treatment and/or Water Distribution Operator’s Licence, issued under the Certification of Drinking-Water System Operators and Water Quality Analysts Regulation Eligibility to Apply: (O. Reg. 128/04) is an asset.
Knowledge and experience in preparation of operation and capital budgets, and monitoring of expenditures.
Ability to establish effective working relationships with all stakeholders, peers, client departments, outside agencies, politicians and other levels of government.
Ability to train and develop human resources for improved performance and efficiency, including team building and leadership abilities.
Excellent communication as well as analytical skills including report writing and presentation abilities.
Demonstrated knowledge and ability to plan, lead, manage and implement multi-disciplinary projects of various scopes.
