This position is located in the Hybrid Cloud Solutions Section (HCSS), Operations Support Division (OSD), Office of Information and Communications Technology (OICT). The incumbent reports to the Chief of Section. The Technology Operations Service supports local operations through the design and implementation of globalized technology solutions and oversees the technology operations at the ICT Global Service Centre in Valencia/Brindisi (GSC). It manages the platforms, including cloud based on which applications are developed in a governed, structured and secure manner. It configures and delivers in a secure and intuitive manner, products and tools to enable client mobility, flexibility and to optimize the client’s digital experience. The Service oversees the Geospatial Information Section (GIS) activities at the United Nations Headquarters (UNHQ) and their operations globally. The Service impacts the organization’s capacity to carry out its core business by coordinating complex projects globally in the area of conferencing and broadcast management, hybrid cloud computing, Geospatial Information and Operational Analytics and Cloud data management. The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. Responsibilities
Within delegated authority and depending on location, the Senior Information Systems Officer may be responsible for the following duties:
- Conceptualizes, develops strategy for and oversees the design and implementation of major systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as services and highly complex system integration and linkages.
- Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
- Leads and directs a team of information systems officers; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
- Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
- Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
- Sets up, controls and oversees hybrid cloud computing support services.
- Prepares and monitors the budget, work program, and spending plan.
- Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work.
- Oversees and provides strategic direction for Microsoft enterprise contract and partnerships.
- Develops and implements Microsoft licensing.
- Leads contract negotiations and relationship management with Microsoft at enterprise level. Acts as a service owner for M365 service.
- Chairs the M365 governance board.
- Establishes policies and procedures for M365 service delivery and support models.
Education
- An Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
- Certification in Prince2 Practitioner is desirable.
- Certification in COBIT 5 Foundation is desirable.
- Certification in ITIL Foundation is desirable.
- Prince2 Foundation Certification is desirable.
Work Experience
- A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
- Experience in managing ICT projects involving feasibility studies, systems analysis and project management, for the development and implementation of complex systems is required.
- Experience providing guidance to senior managers on systems development for business applications is desirable.
- Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
